Description of project:
CNT conducted an H+T Index analysis for the Champaign-Urbana Mass Transit District, part of a larger economic development analysis. The H+T Index calculates the true cost of housing by disclosing the impact of location within a region or city. Where homes are most “affordable” because of low land prices, household transportation costs are often high. In the Champaign-Urbana MSA, CNT found that housing costs are in the affordable range for most households, but a majority of households pay more than 19% (the national average) for transportation. Transportation costs are lowest in the areas with transit service, particularly in the region’s core. This is due in part to higher densities, walkability, and access to stores and services. CNT’s recommendations to capitalize on the location efficiency of the core areas included: 1) build on current density and urban form; 2) maximize mobility options; and 3) provide tools to spur mixed-use, mixed-income market rate development.
