Description of project:
CNT used its visualization tool, Neighborhood Transopoly®, to engage a diverse group of stakeholders on preferred long-term transportation investments, on behalf of the Champaign-Urbana Mass Transit District. Over 100 residents representing a variety of interests participated in Neighborhood Transopoly sessions based on two-mile by two-mile maps of local neighborhoods. Neighbohood Transopoly uses standardized, hands-on protocols for recommending specific types of investments, but also offers the public wide latitude to be innovative in reaching their quality of life goals through transportation investments. Transopoly participants work within a constrained budget and must come to consensus across a variety of interests (bicyclists, the disability community, business leaders and parents, for example). Based on the totality of the Champaign-Urbana results, three priority themes were prominent:
• Direct bus service along major arteries
• Bicycle routes
• Street lighting

Public Engagement in Northeastern Illinois

Description of project:
CNT facilitated seven workshops in Northeastern Illinois during the Update of the 2030 Regional Transportation Plan, in partnership with T.Y. Lin. CNT used its visualization tool, Transopoly®, to engage diverse stakeholders on preferred investments. Transopoly participants work with a constrained budget and come to consensus across a variety of interests (e.g., bicyclists, the disability community and business leaders). CMAP requested that CNT customize Transopoly (which ordinarily allows for the broadest expression of priorities) for public engagement for the Update. The custom version allowed the public to express its highest priorities from among themes and capital project recommendations already in the plan. Notable findings from the meetings include: •Strong support for new transit in all parts of the region.
•Support specifically for circumferential lines linking the radial system. •Widespread agreement on the need to “retrofit” existing highways to adapt them to all modes.

Milwaukee Avenue Corridor Development Plan

Description of project:
CNT was asked to join a URS-led team working on a redevelopment plan for Milwaukee Ave. between Western Ave. and California Ave. CNT’s role was to conduct broad outreach and design and conduct a highly participatory visioning meeting. CNT designed a land use planning game based on its innovative Transopoly® tool. CNT worked with community leaders on the neighborhood task force to engage diverse constituencies: young and old, business leaders and bicyclists, neighborhood activists and developers. At the visioning meeting, 60 participants worked in seven groups to develop a vision for the corridor, including types of businesses desired, preferred residential density levels, pedestrian and bicycle improvements and reconfigured parking. In addition to these major themes, the open format and intensive debate allowed collection of many other ideas and recommendations. One of the seven tables was conducted in Spanish so that native Spanish-speakers could fully engage in the process.

Healthy Streets aims to win a balanced transportation environment that more wisely allocates resources and space to encourage walking, bicycling and public transit; and recreates streets to better serve all aspects of community life. Our goal is to make physically active transportation safe, convenient and fun. We believe that Healthy Streets can be created through a coordinated regional campaign that integrates education, marketing, enforcement and street design.
