Since its inception in October 2005, the CMAP Board's membership (click for a list or map of current Board members) has reflected the regional consensus that led to the agency's creation. It features balanced representation from across the counties of Cook, DuPage, Kane, Kendall, Lake, McHenry, and Will. The Board is chaired by Gerald Bennett, mayor of Palos Hills. On April 12, 2006, CMAP hired Randall S. Blankenhorn as its first executive director to oversee agency operations.
CMAP operates under authorizing leglislation known as Public Act 095-0677. The agency's current by-laws were revised on May 14, 2014. On September 1, 2006, the CMAP Board issued a strategic report on the agency's vision, governance, and funding. On March 14, 2007, the CMAP Board and MPO Policy Committee jointly adopted a memorandum of understanding that created a framework for the integration of land use and transportation through CMAP's regional comprehensive planning process. It was most recently reaffirmed on March 12, 2014.
