Unified Work Program Committee

The Unified Work Program (UWP) lists the planning projects the Chicago Metropolitan Agency for Planning (CMAP) and other agencies undertake each year to enhance transportation in northeastern Illinois and to fulfill federal planning regulations. The UWP is designed to run in conjunction with the State of Illinois fiscal year timeline of July 1-June 30. The final UWP document includes the transportation planning activities to be carried out in the region, detailing each project's description, products, costs and source of funding.

The UWP Committee develops a program for recommendation to the MPO Policy Committee. The eight voting members of the UWP committee are:

  1. City of Chicago
  2. Chicago Transit Authority
  3. Metra
  4. Pace
  5. CMAP
  6. Regional Transportation Authority
  7. Regional Council of Mayors
  8. One representative from the six collar counties

 

The Illinois Department of Transportation chairs the committee and votes in instances of a tie. Non-voting members include Illinois Environmental Protection Agency, Federal Highway Administration, and Federal Transit Administration.

The UWP development process begins each fall and is carried out in accordance with the UWP Development Methodology approved by the UWP Committee.  Development includes an annual core program of work to complete federal Metropolitan Planning requirements and a multi-year competitive program of transportation planning activities, such as planning for safe and complete streets, and conducting subregional and project-specific studies that support federal planning factors and regional priorities.

FY 2025 Unified Work Program Development

CMAP held the FY2025 Unified Work Program (UWP) call for core and competitive project proposals from November 28, 2023 through December 20, 2023. The call for proposals was conducted according to the CMAP Unified Work Program Development Methodology approved by the UWP Committee on October 23, 2023.

The FY 25 core program developed by staff and the staff recommendation for the FY 25-29 competitive program were presented to the UWP Committee on January 17, 2024.

The public is invited to provide comment on the recommended FY 25-29 competitive program through 5:00 p.m. on Friday, January 26, 2024.  Comments may be made by emailing uwpreporting@cmap.illinois.gov

Comments will be presented to the UWP committee for consideration on February 7, 2024. The program recommended by the UWP committee will be presented to the Transportation Committee on March 1, 2024. The Transportation Committee's recommendation for the FY 25-29 competitive program and FY 25 UWP will be considered for final approval by the MPO Policy Committee at their March 14, 2024 meeting.
