CMAP Weekly Update, 11-8-13

Among the highlights from CMAP executive director Randy Blankenhorn, the CMAP Board meets next Wednesday, CMAP will work on 32 new projects through the Local Technical Assistance Program, new Policy Update on the risks and potential of public-private partnerships,  dates for 2014 ArcGIS workshops, upcoming release of data from the American Community Survey, and a reminder to learn more about congestion pricing. First Off...

CMAP meeting. The CMAP Board will meet at 9:30 a.m. next Wednesday, November 13, 2013.

Local GO TO 2040 implementation. After receiving dozens of proposals in its recent call for applications, CMAP will work on 32 new projects led by counties, municipalities, and nongovernmental organizations to help implement recommendations from GO TO 2040. CMAP has sponsored 150 projects via the Local Technical Assistance program, which is now in its third year. To promote implementation of recent planning efforts, many projects in the latest round build on plans originally developed through LTA. I would like to thank all the communities and organizations who are working collaboratively to put GO TO 2040 principles into action.

LTA was established shortly after GO TO 2040's adoption three years ago with a grant from the U.S. Department of Housing and Urban Development (HUD). After that three-year grant runs out in December 2013, CMAP will continue its LTA program with new funding from the U.S. Department of Commerce Economic Development Administration, the Illinois Attorney General, and more. In related news, the Regional Transportation Authority announced ten new projects in its Community Planning program. CMAP and the RTA held a joint call for projects for their respective programs this year. Learn more about the RTA's new projects at WDBC Radio. Policy Updates. The International Transport Forum (ITF) released a report on the risks and potential regulatory responses for public-private partnerships (PPPs), suggesting ways to appropriately regulate them by capitalizing on advantages while protecting the public interest.

LTA updates. A November update for all Local Technical Assistance projects is now available. Among other highlights:

2014 ArcGIS workshops. CMAP periodically offers a Two-Day ArcGIS Basic 10.1 Workshop, and dates have been set for 2014: February 5-6, March 19-20, April 30 to May 1, May 28-29, and June 18-19. CMAQ in the news. The Daily Herald covered construction of a new pedestrian bridge over Higgins Road in Busse Woods. Sponsored by Elk Grove Village, the project is partially funded through CMAP's Congestion Mitigation and Air Quality Improvement (CMAQ) program.

Census release. On November 14, the U.S. Census Bureau will release American Community Survey (ACS) estimates for the three-year period from 2010-12, with data covering areas with population of 20,000 or more. The data will be available at the American FactFinder2 website. For assistance, contact Jon Hallas (jhallas@cmap.ilinois.gov or 312-386-8764).

Grant management workshop. Grant Writing USA and the Cook County Sheriff's Police Training Academy will host a grant management class on December 16-17 from 9:00 a.m. to 4:00 p.m. at the Cook County Sheriff's Police Training Academy (2000 N. 5th Avenue, River Grove).

CMAP Blogs

Soles and Spokes. CMAP's bike-ped planning blog highlighted an on-line survey to provide input on the Illinois Bike Transportation Plan. The survey, which closes on Monday, November 11, seeks feedback from participants on where they would like to see regional bicycle connections made or improved. The blog also featured the Illinois Department of Transportation's recent 2013-14 Safe Routes to School program call for projects. Applications will be accepted through January 31, 2014.

Reminders

Congestion pricing. Learn more about the regional effort to implement congestion pricing, with express toll lanes that will help manage traffic and give drivers better choices for getting around.

RESCHEDULED: U.S. DOT certification review. The U.S. Department of Transportation is conducting its quadrennial certification review site visit of CMAP the week of November 18. CMAP has completed an advanced review questionnaire, and individuals are invited to provide input on the planning process at a public meeting on November 18 from 10:00 a.m. to noon at the University of Illinois at Chicago's College of Urban Planning and Public Affairs (412 South Peoria Street, Room 110, Chicago).
