CMAP Weekly Update, 3-21-14

First Off...

Metropolis Strategies to close.  Metropolis Strategies announced it plans to close on May 31, 2014, after 15 years of service to the region.  Metropolis has been an invaluable partner to CMAP over the years and was instrumental in our agency's formation.  We thank them for their service.  Read more in Crain's and the Chicago Tribune

Policy Updates.  We reviewed the Obama Administration's federal Fiscal Year 2015 budget proposal. Because leaders in Congress reached a compromise in late 2013 for a two-year budget that includes FY 2015, the proposed Obama budget is best viewed as a window into the Administration's policy priorities, rather than as a guide to how the federal government will spend its resources next fiscal year.  We also highlighted a report from the Taxpayers' Federation of Illinois and the Illinois Chamber of Commerce on the state's corporate income tax payments.

GHN plan.  Chicago's Green Healthy Neighborhoods plan was approved by the City Plan Commission yesterday.  The plan -- developed for the neighborhoods of Englewood, Washington Park, and Woodlawn by the City's Department of Planning and Development through CMAP's Local Technical Assistance program with support from LISC/Chicago, Teamwork Englewood, the South East Chicago Commission, and Washington Park Consortium -- includes a Large Lot program that allows homeowners, block clubs, and nonprofit groups in Englewood to buy City-owned land for $1 per parcel.  Read more in the Huffington PostChicago Sun-TimesDNA Info, and Curbed Chicago.

Other News and Announcements

Navy Pier flyover.  Construction began this week on the Navy Pier flyover.  This elevated pathway project received partial funding through the Congestion Mitigation Air Quality Improvement (CMAQ) program.  Read more in the Chicago Tribune and Streetsblog.

Illinois Bike Summit.  The League of Illinois Bicyclists will hold the third annual Illinois Bike Summit on April 15 in Champaign.  Public agency staff, consultants, and others are invited for a wide range of sessions on improving bike conditions locally. Register on-line.
State freight council.  The Illinois Department of Transportation announced a 41-member freight advisory council this week, which will initially focus on the state's long-range transportation, freight mobility, and rail plans.

Local Technical Assistance

The City of Evanston received a Utility Water Saver Award for its water conservation and efficiency plan from the Illinois Section of the American Water Work Association's Water Efficiency Committee.  Congratulations.

Residents of Addison, Bensenville, Villa Park, and Wood Dale can provide input on the types and location of housing they'd like to see in their communities through next Thursday, March 27 at http://www.nedupage.metroquest.com.  Feedback will be incorporated into the Homes for a Changing Region plan under development for this cluster of communities in partnership with MPC and Metropolitan Mayors Caucus.  The Daily Herald also profiled recommendations from a different Homes for a Changing Region plan under development for Batavia, Geneva, St. Charles, and North Aurora.

The APA-Illinois Pro Bono Committee is seeking experienced, professional planners to volunteer for an April 16 planning event in Chicago Heights.  The event will support the Chicago Heights comprehensive plan under development. Volunteer applications will be accepted through March 26.
