CMAP Weekly Update, 6-7-13

Among the highlights from CMAP executive director Randy Blankenhorn, upcoming CMAP meetings, ULI Chicago honored GO TO 2040 and CMAP with one of its Vision Awards, the Policy Updates blog highlights how a number of federal agencies are offering new grant opportunities, a reminder to on the call for local projects, and the Regional Transit Authority's draft regional transit strategic plan is now available for review. First Off...

CMAP meetings. The CMAP Board will meet at 9:30 a.m. next Wednesday, June 12, 2013. The Regional Coordinating Committee will meet prior to the Board at 8:00 a.m. And the MPO Policy Committee will meet the following day at 10:00 a.m. on Thursday, June 13.

ULI Chicago award. On Wednesday the Urban Land Institute Chicago honored the GO TO 2040 comprehensive regional plan and CMAP with one of its Vision Awards. The award recognizes innovation in the development and growth of vibrant communities within the Chicago metropolitan region. Thanks to our many local government, business, and nonprofit partners who have helped in both the development and implementation of the plan.

Policy Updates. In recent months, a number of federal agencies have provided new grant opportunities to fund innovative manufacturing strategies and partnerships. As highlighted by CMAP's manufacturing cluster drill-down report, manufacturing plays an important role in metropolitan Chicago's economy, and the region should be well-positioned to compete for these kinds of investments.

Reminder: Call for local projects. Planning assistance and grants for local projects that implement GO TO 2040 are now available through the Regional Transportation Authority (RTA) Community Planning Program and CMAP Local Technical Assistance (LTA) Program at www.rtachicago.com/applications. Applications are due Wednesday, June 26 at noon. Review the program guide to see which types of projects are eligible, or contact Erin Aleman (ealeman@cmap.illinois.gov or 312-386-8816).


Draft Regional Transit Strategic Plan. The RTA released its draft Regional Transit Strategic Plan for public review. The plan will guide decision making over the next five years. Through July 1, 2013, residents can provide input by taking a ten-minute survey, which enables participants to submit formal comments, and/or attending one of eight open houses throughout the month of June.

Other News and Announcements

LTA updates. Among recent highlights from the CMAP LTA program:

  • The Village of Richton Park will hold a community visioning workshop for the update of its comprehensive plan and zoning ordinance on June 12 from 7:00 to 8:30 p.m. at the Richton Park Community Center (4455 Sauk Trail Road, Richton Park).
  • The Aurora Beacon-News and Kane County Chronicle described the upcoming development of a housing policy plan for North Aurora, St. Charles, and Geneva through Homes for a Changing Region. In other Homes-related news, the Courier-News previewed workshops for the communities of Carpentersville, Elgin, East Dundee, and West Dundee, which start next week.
  • The Village of Bensenville will host a public meeting for development of its comprehensive plan on June 27 from 6:00 to 7:30 p.m. in the Village's Board room (12 S. Center Street, Bensenville). A Spanish-language only workshop will be held on June 20 from 7:00 to 8:00 p.m. at the Bensenville Community Public Library (200 S. Church Road, Bensenville). CMAP and Village staff will also be at the June 19 "Music in the Park" event to answer questions regarding the plan and upcoming meetings. Residents can also provide feedback for the comprehensive plan on-line at http://bensenville.metroquest.com/.
  • The project page for the Chinatown Community Vision Plan is now translated into Chinese at www.cmap.illinois.gov/lta/chinatown-chinese.
  • The Southwest News-Herald described a meeting held last week for the 95th Street Corridor Study underway in Oak Lawn.

BRT newsletter. The Chicago Transit Authority (CTA) released a newsletter on bus rapid transit this month, featuring an event held yesterday to announce the winners of their design competition for three stations in Chicago's planned BRT system.

Green event hosting. The Chicago Green Office Challenge, Green Event App, and Chicagoland Chamber of Commerce will hold "How to Host a Green Meeting or Event" on June 20 from 5:30 to 7:30 p.m. at 515 N. State Street, Chicago. The free event offers the opportunity to network and learn how Green Event App can help plan greener meetings and events.

Urbanism and the Future of Cities. The Swiss-American Business Council and DePaul University's Driehaus Graduate School of Business are co-hosting a panel, "A Swiss and US View: Urbanism and the Future of Cities 5, 10, and 50 Years from Now" on June 25 from 4:00 to 6:00 p.m. at DePaul University's downtown campus (1 E. Jackson, Chicago). This is a free event, but RSVP by June 18.

Ports Workshop. The American Association of Port Authorities will host their 2013 Maritime Economic Development Workshop June 27-28 in Chicago. The event will focus on factors influencing investments in seaport and related infrastructure, and I will speak along with Paul Bloom, vice president at The Goldman Sachs Group, Inc., on "Solving Port Infrastructure Investment and Connectivity Needs" the morning of June 27. Register for the conference on-line.

ITS America Symposium. The Intelligent Transportation Society of America, in partnership with the Chicago Department of Transportation, CTA, and ITS Midwest will host the Complete Streets Symposium July 25-26 at CTA headquarters (567 West Lake Street, Chicago). The event will focus on use of technology in implementing Complete Streets.

Civics Game. The National Association of Counties and iCivics have developed "Counties Work," an on-line, interactive game that teaches middle and high school students how county governments function.

 

CMAP Blogs

Soles and Spokes. CMAP's bike-ped planning blog featured a report by the Illinois Center for Transportation on pedestrian safety at roadway and pathway at-grade rail crossings. It also alerted readers to the upcoming Transport Chicago conference.

Reminders

Congestion pricing. Now is the time for our region to implement congestion pricing, with express toll lanes that will help manage traffic and give drivers better choices for getting around, as described at www.cmap.illinois.gov/congestion-pricing. Several charts show estimated travel-time improvements on five GO TO 2040 projects. To join CMAP's efforts on this issue, please contact Erin Aleman (312-386-8816 or ealeman@cmap.illinois.gov).

Performance-based funding. GO TO 2040 recommends that transportation funding decisions be based on transparent evaluation criteria, and calls on the region's transportation stakeholders to develop and utilize the necessary performance measures. A new microsite describes how "performance-based funding" can improve transparency and decision making. Our Policy Updates blog provides an overview of the microsite, including its compendium of related CMAP research and analysis.

Stormwater management workshop. The Lake Michigan League of Women Voters and partners will host "Stormwater -- From the Ground Up" on June 18 from 7:00 to 9:00 p.m. In related news, a recent CMAP publication describes how local governments can use stormwater utilities to address local flooding and drainage problems. IDOT safety program. The Illinois Department of Transportation is accepting applications for FY2014 Local Rail/Highway Grade Crossing Safety Program. Applications are due July 15; contact Jason L. Johnson at 217-557-1399 with questions.

Transportation Enhancement Program. The Illinois Department of Transportation is seeking proposals for the 2013 Illinois Transportation Enhancement Program (ITEP). A guidelines manual is available for reference. Proposals are due August 20, 2013.

Form-Based Codes Handbook. CMAP recently released Form-Based Codes: A Step-by-Step Guide for Communities, which offers an alternative to conventional zoning methods by emphasizing the physical character of development. Contact Stephen Ostrander (sostrander@cmap.illinois.gov or 312-386-8696).

FLIP applications. Applications are still available for next year's Future Leaders in Planning (FLIP) program. Students who will be sophomores, juniors, or seniors in the 2013-14 school year are eligible. The final deadline for applications is September 23. EI2 rebates. Energy Impact Illinois (EI2) is offering rebates up to $1,750 (an estimated 70-percent cost savings) for upgrades you can make to improve the comfort of your home.
