CMAP Weekly Update, 7-3-14

First Off...

REMINDER: No CMAP Board meeting in July.  The CMAP Board will not meet in July.  Its next scheduled meeting is at 9:30 a.m. on Wednesday, August 13.

Government consolidation.  GO TO 2040 recommends that local governments should explore ways to coordinate or consolidate services through collaborative and responsible decision making.  A CMAP Policy Update explores the history and implications of special districts in Illinois and reviews the final report of the Illinois Local Government Consolidation Commission.  Our post also looks at House Bill 5785, which would allow a limited number of special districts to be dissolved into counties, municipalities, or other special districts.

CMAQ in the news.  The 
Chicago Tribune described the region's intermodal facilities and the steps railroads are taking to cut back on pollution with support from CMAP's Congestion Mitigation and Air Quality Improvement program.  In other news, the CTA opened a mezzanine at the CTA Clark/Division Red Line station on Monday.  The project is partially funded through CMAQ.

O'Hare drill-down coverage.The National Association of Regional Councils covered CMAP's O'Hare Subregional Freight-Manufacturing Drill-Down Report in its Transportation Thursdays newsletter.

Local Technical Assistance

A July update for all LTA projects is now available.

The City of Crystal Lake will host a public open house to kick off its transportation master plan on July 16 from 3:00 to 7:00 p.m. at the Crystal Lake City Hall (100 West Woodstock Street).

Reminders

Draft GO TO 2040 plan update and TIP public comment period.  The draft GO TO 2040 comprehensive plan update and the draft federal fiscal year 2014-19 Transportation Improvement Program (TIP) document and list of proposed projects have been released for public comment through August 1, 2014.  Residents can submit feedback on-line, and CMAP will hold a series of open houses throughout the region during the comment period.  Each event will feature plan update materials and the draft FFY 2014-19 TIP for review and comment, with CMAP staff on hand to answer questions.  A flyer with meeting details is available in English and Spanish.

2014 ArcGIS workshops.  CMAP periodically offers a Two-Day ArcGIS Basic 10.1 Workshop, and available dates include July 30-31, September 17-18, November 5-6, and December 3-4.  The cost is $350.  For more information and to register, please contact Jan Drennan (jdrennan@cmap.illinois.gov).

FLIP applications.  Applications for CMAP's 2014-15 Future Leaders in Planning program are due September 22, 2014.  Participating high school students from throughout the region meet one Saturday per month to learn about issues that shape our region's economy and quality of life.  Contact Ricardo Lopez (rlopez@cmap.illinois.gov or 312-386-8766).

Performance-based funding.  Transparent evaluation criteria based on "performance-based funding" can improve transportation decision making, as described in a CMAP microsite and detailed analysis.

North Lake Shore Drive open house.  The Illinois and Chicago Departments of Transportation will host an open house for the U.S. 41 (North Lake Shore Drive) improvement project on July 8 from 1:00 to 7:00 p.m. at the Drake Hotel (140 East Walton Place, Chicago).
