The Florida Department of Transportation (FDOT), in partnership with Smart Growth America's National Complete Streets Coalition, released a "Complete Streets Implementation Plan" to assist FDOT in implementing the Complete Streets Policy it adopted in September 2014. 

This policy states that FDOT will routinely plan, design, construct, reconstruct, and operate a context-sensitive transportation network that works for all modes of travel and this plan outlines a five-part implementation framework and process for integrating a Complete Streets approach into FDOT's practices to ensure that transportation decisions and investments address the needs of all users and respond to community goals and context.  The plan calls for a two-year implementation schedule from December 2015 to December 2017 and includes the following recommendations:

  • Revising guidance, standards, manuals, policies, and other documents
  • Updating decision-making processes
  • Modifying approaches for measuring performance
  • Managing internal and external communication and collaboration during implementation
  • Providing ongoing education and training

The plan was developed through Smart Growth America's Multimodal Development and Delivery technical assistance program.
