AARP and the National Complete Streets Coalition, a program of Smart Growth America, released "Evaluating Complete Streets Projects: A guide for practitioners" to help transportation practitioners identify and establish performance measures to evaluate Complete Streets and other transportation projects. Performance measures have become increasingly important as policy makers at all levels of government look to allocate scarce transportation resources.
This guide is targeted toward agencies beginning their project evaluation efforts. Its purpose is to:
- Provide general steps to take in evaluating projects.
- Discuss useful measures for common Complete Streets goals of access, economy, environment, equity, place, public health, and safety and the metrics that a jurisdiction may use.
- Offer tips for using those measures to tell the story of a project once it is completed.
