U.S. Department of Transportation's Federal Highway Administration has published a guidebook to help governmental agencies at all levels develop performance measures that can fully integrate pedestrian and bicycle planning in ongoing performance management activities.

The report highlights a broad range of ways that walking and bicycling investments, activity, and impacts can be measured, and documents how these measures can relate to goals identified during an agency's or community's planning process. The guidebook discusses what data is required and how the measures can be tracked.  It also identifies communities currently using these respective measures in their planning and programming processes and activities and highlights additional resources for developing measures to facilitate high quality performance-based planning.
