The Federal Highway Administration, with Toole Design Group and Cambridge Systematics, has published a workbook for municipalities, counties, state departments of transportation, and other agencies responsible for roadway construction and maintenance.

The report provides recommendations for roadway agencies to integrate bicycle facilities into their resurfacing programs, as an efficient and cost-effective way to create connected networks. The workbook also provides methods for fitting bicycle facilities onto existing roadways, cost considerations, and case studies. The workbook highlights existing guidance, justifications, and best practices for providing bikeways during resurfacing projects.
