CMAP Weekly Update, 5-9-14

First Off…

CMAP meetings.  The MPO Policy Committee will meet at 10:00 a.m. next Monday, May 12, 2014.  The CMAP Board will meet at 9:30 a.m. on Wednesday, May 14, 2014.  The Local Coordinating Committee will meet prior to the Board at 8:00 a.m.  

Due Friday:  Municipal survey.  CMAP has distributed its biennial municipal survey to the region's 284 municipalities and is seeking responses by next Friday, May 16.

Other News and Announcements

Soles and Spokes.  We featured model legal language intended to clarify and strengthen state laws requiring automobiles to stop or yield for pedestrians in crosswalks.  We also highlighted a study from the New York City Department of Transportation, "The Economic Benefits of Sustainable Streets."

Federal transportation reauthorization.  The U.S. Senate Environment and Public Works Committee will release the legislative text, including a formula-based freight program, for its portion of the Surface Transportation Authorization on May 12.  The committee has scheduled a markup of the bill for May 15.

Red Line Extension project meeting.  The Chicago Transit Authority will host an open house for the Red Line South Extension project on May 13 from 5:30 to 7:30 p.m. at the Palmer Park Gymnasium (201 East 11th Street, Chicago).  Attendees will learn more about preliminary findings from the draft environmental impact statement, proposed alternatives, anticipated project benefits and impacts, and have the opportunity to provide feedback on the draft.  Learn more about the livability benefits of this project at www.cmap.illinois.gov/red-line

Enhanced mobility projects.  The Regional Transportation Authority (RTA) has issued a call for projects for Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program. Applications are due at noon on July 11.  An informational session will be held at RTA (175 W. Jackson, Suite 1600, Chicago) on May 28 from 2:00 to 4:00 p.m.

Transit event.  Pace and the Village of Niles will host public open houses for the Niles Free Bus Modernization Project on June 12 at the Niles Public Library (6960 W. Oakton Street, Niles), with sessions at 1:00 and 6:30 p.m.  Pace and the Village will present key findings how to improve service on the Niles Free Bus routes and maximize coordination with the Pace Arterial Rapid Transit route planned for Milwaukee Avenue in 2016, as well as gather feedback from Niles businesses and residents.

Climate report.  The federal government's Global Change Research Program released its third National Climate Assessment, which includes guidance for state and local officials in the Midwest.  CMAP's Climate Adaptation Guidebook for Municipalities in the Chicago Region is a resource for communities interested in adapting their planning and investment decisions to a changing climate.

Local Technical Assistance

A May update for all ongoing LTA projects is now available on-line.

Planning assistance and grants for local projects across metropolitan Chicago are now available through the RTA Community Planning Program and CMAP Local Technical Assistance Program at www.rtachicago.com/applications.  Applications are due at noon on Thursday, June 26, 2014.  An informational session will be held at CMAP (233 S. Wacker Drive, Suite 800, Chicago) on Tuesday, June 3 at 9:00 a.m.  To RSVP, contact Dan Olson (dolson@cmap.illinois.gov or 312-386-8760).  Join the conversation -- we will be tweeting related information using #CMAPLTA.  Additionally, CMAP is cosponsoring GreenTown Chicago on May 21-22.  Attendees can participate in an "LTA track" to learn about successful projects from around the region.

The Southwest Conference of Mayors is leading a corridor study of Cicero Avenue from 55th Street to the north to I-294 to the south. The study was recommended in the Alsip Comprehensive Plan and will addresses issues related to transportation, land use, and economic development

The Suburban Life described the development of a comprehensive plan for Carol Stream.

Municipal staff and elected officials are invited to attend a free form-based codes workshop on May 16 from 9:00 a.m. to noon at CMAP offices.  Sponsored by CMAP and the Form-Based Codes Institute, the workshop will feature local and national experts and explain how this different approach to zoning can help communities reach their economic revitalization goals. Reminders

GO TO 2040 roundtable.  Cook County board president Toni Preckwinkle, RTA acting executive director Leanne Redden, and Aurora Mayor Tom Weisner will join me for the Metropolitan Planning Council's (MPC) "Progress on the GO TO 2040 Comprehensive Plan" roundtable on May 29 from noon to 1:30 p.m. at MPC offices (140 S. Dearborn, Suite 1400, Chicago).

FLIP applications.  Applications are available for the 2014-15 Future Leaders in Planning program.  Participating high school students from throughout the region meet one Saturday per month to learn about issues that shape our region's economy and quality of life.  Priority deadline applications must be postmarked or emailed by Friday, May 30, 2014.  Contact Ricardo Lopez (rlopez@cmap.illinois.gov or 312-386-8766).

Performance-based funding.  Transparent evaluation criteria based on "performance-based funding" can improve transportation decision making, as described in a CMAP microsite and detailed analysis.
