American Recovery and Reinvestment Act of 2009 Resources
The American Recovery and Reinvestment Act of 2009 was signed into law on February 17, 2009. It is anticipated that the ARRA funds coming to the locals will be distributed through the current Council of Mayors and City of Chicago process. Eligible ARRA funded projects [Word] include resurfacing, bridge work, etc. Additionally FHWA has held some webinars to advise locals on using ARRA funds for safety improvements or Intelligent Transportation System updates [PDF].

Condition Rating System
Some Councils are requiring current Condition Rating System analysis on roadways. Read the IDOT Condition Rating Survey Manual which explains how to complete Condition Rating System analysis.
