Title VI of the Civil Rights Act of 1964

Public notice regarding Title VI compliance

As a recipient of federal funds from the Federal Highway Administration and the Federal Transit Administration, the Chicago Metropolitan Agency for Planning (CMAP) complies with Title VI of the Civil Rights Act of 1964 to ensure that no person shall be excluded from participation in, denied the benefits of, or subjected to discrimination under any program or activity provided by CMAP on the basis of race, color, or national origin.

Title VI complaint process

Any person who believes they have been discriminated against on the basis of race, color, or national origin by the CMAP may file a Title VI complaint by completing and submitting the agency’s Title VI Complaint Form. Title VI complaints must be received in writing within 180 days of the alleged discriminatory event.

To file a Title VI complaint with CMAP:​​​​​

  1.  Obtain a copy of CMAP’s Title VI complaint form; or request a copy by writing to CMAP at 433 West Van Buren, Suite 450, Chicago, IL 60607; or call 312-454-0400.
  2.  Complete, date, and sign the complaint form.
  3.  Submit the complaint to CMAP no more than 180 days after the alleged incident, to:

Once the complaint is received, the complainant will receive an acknowledgment letter informing the complainant whether CMAP has jurisdiction to investigate the complaint. CMAP investigates complaints received no more than 180 days after the alleged incident and with complete information. CMAP has 60 days to investigate the complaint. CMAP may contact the complainant if more information is needed to resolve the case. If the complainant does not contact CMAP or CMAP does not receive the additional information within 40 business days, CMAP can administratively close the case. A case can also be administratively closed if the complainant no longer wishes to pursue the case.

After CMAP reviews the complaint, CMAP will issue one of two letters to the complainant:

  1.  A closure letter summarizing the allegations and stating that there was not a Title VI violation and the case will be closed, or
  2.  A letter of finding which summarizes the allegations and the investigation regarding the alleged incident and explains what corrective action will occur.


If the complainant wishes to appeal the decision, they have 60 days after the date of the closure letter or the letter of finding to do so.

Title VI program

The Title VI Program was adopted by CMAP’s MPO Policy Committee in June 2017.

Non-discrimation policy

CMAP does not discriminate on an actual or perceived basis of race, color, ancestry, national origin, citizenship status, religion, age, disability, marital status, sex, sexual orientation, gender identity, pregnancy, military or veteran status, genetic information, order of protection status, or any other category protected by applicable law. CMAP will not tolerate unlawful discrimination against the agency’s employees by anyone, regardless of employment status. Unlawful harassment of the agency’s employees by non-employees — such as customers, contractors, consultants, suppliers, and other third parties with whom employees interact while performing their job duties — also is unlawful and strictly prohibited.
