The article discussed some of the data the Illinois Department of Transportation (IDOT) uses to help guide decisions on when to switch the direction of the express lanes, and the issues IDOT faces in its operations. With 343,000 vehicles per day in some locations, the Kennedy Expressway is one of Chicago’s most congested freeways.
