As a service to local governments, CMAP notifies state legislators, local governmental officials, and other interested parties of applications for federal and state grants that may have an impact on their area. The CMAP Planning Committee considers these applications and then provides advisory comments/recommendations to the Illinois Department of Commerce and Economic Opportunity.

Executive Order 12372 established a process which provides for a single state recommendation to be registered with the federal government relating to federal grant applications.

Program – Airport Improvement Program
Objective of the Program – The Federal Aviation Administration and the State of Illinois funds the development of a national system of civil aviation airports.
Types of Projects Assisted – Assistance is provided for planning, programming, administration, and construction of airports. Examples of past projects include: extending runways; purchasing firefighting, rescue, security, snow removal, and noise suppressing equipment; acquiring land; and installing navigation aids.

Program – Assessed Valuation Compensator Program
Objective of the Program – To provide highway funding assistance to those counties that have had decreases in their local assessed valuation compared to the previous year.
Types of Projects Assisted – Financial assistance is intended to help maintain highways.

Program – Bicycle Path Grants Program
Objective of the Program – Financial assistance is provided to eligible local units of government to assist in the acquisition and / or development of non-motorized bicycle facilities.
Types of Projects Assisted – Linear corridor land acquisition costs, bicycle path development and renovation, and directly related support facilities such as potable water and rest rooms are acceptable projects.

Program – Community Development Block Grant Program (CDBG)
Objective of the Program – This federal program provides annual grants on a formula basis to be used for a wide range of community development activities directed toward neighborhood revitalization, economic development, and improved community facilities.
Types of Projects Assisted – Recipients may undertake a wide range of activities directed toward neighborhood revitalization, economic development, and provision of improved community facilities and services. These activities include acquisition of real property, relocation and demolition, rehabilitation of residential and non-residential structures, and provision of public facilities and improvements, such as water and sewer facilities, streets, and neighborhood centers. All eligible activities must either benefit low – and moderate – income persons, aid in the prevention or elimination of blight, or meet other community development needs having a particular urgency. Grantees must certify that at least 70 percent of the grant funds received during a three year period will principally benefit low and moderate income persons.

Program – Congestion Mitigation and Air Quality (CMAQ)
Objective of the Program – To fund transportation planning and projects that help non-attainment areas meet the goals and requirements of the Clean Air Act Amendments of 1990 by reducing congestion and transportation related air pollution.
Types of Projects Assisted – Projects that have been funded include transit service improvements, transportation management studies, rideshare assistance, vehicle inspection and maintenance programs, traffic signal interconnects, and bicycle and pedestrian projects. Projects must be of transportation rather than a recreation nature.
Program – Highway Maintenance Program
Objective of the Program – Local agencies maintain area state highways to meet local needs. The Illinois department of Transportation purchases state highway maintenance from the municipality for a specified fee.
Types of Projects Assisted – The Illinois Department of Transportation purchases state highway maintenance services from local governments for a specified fee. Maintenance services include patching, snow removal, and sweeping.

Program – Illinois Transportation Enhancement Program
Objective of the Program – To fund eligible transportation projects that fall beyond the traditional realm of cars, trucks, buses and transit. This program addresses the environmental impacts of transportation and highway construction on local communities.
Types of Projects Assisted – Eligible projects include:
Non-motorized vehicle and pedestrian facilities (pave shoulders and widen curb lanes; develop bike and trail facilities; improve existing trails; construct bike and pedestrian structures over or under roads, rivers, and railroads; and participate in greenways projects);
Historic preservation projects connected to transportation (restore historic rail resources, historic streets and highways, and other historic resources with transportation linkage);
Landscaping and scenic beautification projects;
Control of outdoor advertising;
Acquisition of scenic easements and scenic or historic sites;
Preservation of abandoned railway corridors;
Mitigation of water pollution due to highway runoff.

Objective of the Program – Funds are provided for acquiring and developing land and water outdoor recreation areas and facilities including areas for bicycle, water, and walking trails.
Types of Projects Assisted – This program funds acquisition of land for new park sites or expansion, water frontage, nature study and natural resource preservation. Also eligible is the development or renovation of picnic and playground facilities; outdoor interpretive facilities; sports courts and playfields; swimming pools, beaches, and bathhouses; campgrounds an fishing piers; winter sports facilities; park roads and paths, parking, and restrooms; and engineering.
