A Zoning Ordinance for Berwyn

The City of Berwyn is committed to promoting a sustainable environment that enhances vitality and quality of life. The City recently created and adopted the Berwyn Comprehensive Plan. The City has already undertaken initiatives to revitalize commercial centers and install bike signage to promote safe biking. Now, the City is working toward another major Comprehensive Plan recommendation: revising its zoning ordinance.

With help from CMAP's Local Technical Assistance (LTA) program, the City of Berwyn, Berwyn Development Corporation (BDC), and community stakeholders will embark on an interactive, community-based process focused on updating and modernizing the City's zoning ordinance. The ordinance update will help to implement the long-term vision established in the Comprehensive Plan. Specific topics to be addressed include zoning districts; permitted uses; parking and loading; landscaping and buffering; and signage requirements.
The planning process to revise the ordinance includes four main phases. The first phase will consist of a detailed existing conditions review, which will build upon the information compiled during the comprehensive planning process. Phase two will focus on creating and vetting initial recommendations; these recommendations will be based on findings from the existing conditions analysis, stakeholder interviews, and public workshops. The third phase will comprehensively revise the Zoning Ordinance, with an emphasis on streamlining and modernizing regulations and making the document as user-friendly as possible. The fourth and final phase will present the document for public review and approval.

Public Engagement

The public will have several opportunities to participate in the planning process. The City of Berwyn, Berwyn Development Corporation, and CMAP will embark on a series of outreach meetings with City leadership, business representatives, and the community to solicit and incorporate local input to the planning process.

Two public meetings were held in May 2013 to begin gathering community input for the zoning ordinance update and visual preference survey. Residents and stakeholders gathered at the Berwyn Police Department's community room on Wednesday, May 8, and at Havlicek Elementary School on Saturday, May 11 for interactive sessions centered around the community's vision for key commercial areas. Workshop participants were also given a short presentation that explained how zoning regulates development and why Berwyn needs to update its zoning ordinance. Revisions to the City's Zoning Ordinance will help implement Berwyn's recently adopted Comprehensive Plan

Public engagement will continue throughout the remainder of the zoning update process, including a public open house to present the draft zoning ordinance (Date/Location TBD).
