In 2012, the City applied to the LTA program to create a comprehensive plan that integrates land use and transportation by addressing gaps and inconsistencies in the existing transportation network, identifies links for the City's parks and forest preserve lands, offers a downtown concept for Pulaski Road near City Hall, and provides redevelopment strategies for the City's vacant lots and other abandoned properties. The City has not had a comprehensive plan in over 20 years and struggles with issues associated with the loss of its industrial base. The Plan will be in conjunction with the Stormwater System Capital Improvement and the Pavement Management Plans currently underway.
