A Comprehensive Plan for Carol Stream

The Village of Carol Stream, located in north central DuPage County, is within close proximity to I-355, I-88, and the O'Hare International and DuPage County Airports.  The Village was originally developed as a planned community that would offer ample business and employment opportunities for its residents to live and work in the same area. 

Today, the Village has a diverse population, a variety of housing options, booming industrial parks, growing commercial and retail areas, and an award-winning park district.  Building off these community assets, CMAP's Local Technical Assistance (LTA) program helped the Village create a new comprehensive plan.  The new plan provides policy direction in the areas of economic development, housing, open space and recreation, image and identity, and other quality-of-life factors. 

The comprehensive planning process is comprised of three phases. The first phase included an analysis of the Village's existing conditions using information gathered from the steering committee, interviews with key stakeholders, a community workshop, data, and existing plans and studies.  The second phase focused on creating a vision for the Village through input gathered at the community visioning workshop, focus groups, and an online interactive survey.  The third phase included plan creation, community feedback, and plan adoption.

Public Engagement

Draft Plan Open House
Approximately 25 Village residents and stakeholders attended the Carol Stream Comprehensive Plan Draft Open House on Wednesday, March 16, 2016 from 6 to 8 p.m. at the Fire Protection District Headquarters (365 N. Kuhn Road, Carol Stream, IL, 60188). During this event, participants could view a recorded presentation or several topical posterboards to learn about the key themes and recommendations of the draft plan. Participants could ask questions of CMAP and Village staff. Some provided written comments, and others provided feedback via e-mail.

Public Visioning Workshop
Approximately 30 Village residents and stakeholders participated in a visioning workshop for the Carol Stream Comprehensive Plan on Wednesday, March 11, 2015 from 6 to 8 p.m. at the Fire Protection District Headquarters (365 N. Kuhn Road, Carol Stream, IL, 60188). During this interactive workshop, participants worked with maps in small groups identified specific assets to preserve and areas for improvement in relation to the key findings of the Existing Conditions Report.

Public Kickoff Meeting
The public kickoff meeting for the Carol Stream Comprehensive Plan was held on Wednesday, April 23, 2014 at the Fire Protection District Headquarters, located at 365 Kuhn Road. In addition to learning about the comprehensive planning process, more than 30 community residents and stakeholders talked about their vision for Carol Stream.  Meeting attendees also discussed the strengths and challenges throughout the Village, particularly related to housing, economic development, transportation, natural environment, community facilities, and community character.
