North Lawndale Neighborhood Plan

UPDATE: 
The final plan was unveiled in November 2018 at a celebration attended by more than 300 residents and community stakeholders. 

From a hub of industry to a base for the northern civil rights movement, North Lawndale is a culturally rich neighborhood with unique architectural character and historic significance. Located on the west side of the City of Chicago, North Lawndale is less than three miles from Chicago's Loop. Wide boulevards and long blocks, remnants of concentrated industrial development, speak to the neighborhood's history as a thriving manufacturing and residential center. While North Lawndale's more recent past has been one of population loss and disinvestment, the community's proximity to the Loop, University of Illinois at Chicago, and the Illinois Medical District bolster its potential as a desirable location for residential and commercial investment. Community-based revitalization efforts are improving North Lawndale's physical and social infrastructure and highlighting the neighborhood's many assets. The Chicago Metropolitan Agency for Planning (CMAP) and the North Lawndale Community Coordinating Council (NLCCC) collaborated through CMAP's technical assistance program to develop a neighborhood plan that builds upon the community's valuable assets, as well as past and current planning efforts, to complement and continue these efforts.

The North Lawndale community was the focus of the plan, but the plan also acknowledges planning activities in adjacent communities, including Little Village, the Near West Side, East and West Garfield, Austin, and Cicero. Recommendations help position North Lawndale stakeholders to share resources with nearby communities for projects along mutual borders.

Key areas of emphasis for the plan include, but are not limited to: transit oriented development, economic development, Ogden, Roosevelt, and 16th Street Corridors, Douglas Park, as well as changes that are already occurring in the neighborhood such as the Homan Square development.

The planning process consisted of five phases to be completed over 18 months, with guidance from a project steering committee made up of stakeholders in the community. The first phase was initial meetings and extensive community outreach to ensure that a broad spectrum of stakeholders was engaged in the project. The second phase involved an analysis of existing conditions, using information and public input gathered by CMAP staff in collaboration with the NLCCC. A visioning workshop to help develop a shared vision of the neighborhood's future was held in the third phase. The fourth and fifth phases built on previous phases to develop recommendations and create the North Lawndale Neighborhood Plan.

Draft plan chapters

NLCCC and CMAP worked with Local Initiatives Support Corporation (LISC) Chicago to prepare a detailed neighborhood plan for the North Lawndale community area. The plan establishes a 10- to 15-year vision for the community and identified actions to empower North Lawndale residents, business owners, and partner organizations to realize that vision. In addition to serving as a framework for future reinvestment and redevelopment in the community, the plan explores and promotes new opportunities that reflect changes in the community and the surrounding social and economic landscape.

The NLCCC steering committee, representing the group's 13 subcommittees, wrote draft chapters were published for public review and comment. The steering committee reviewed public comments which informed revisions to the draft plan. The final plan was written in  June 2018 and presented for adoption by the NLCCC in the summer of 2018.

Public engagement

There were many opportunities for the public to provide input and participate throughout the planning process. The NLCCC, in partnership with CMAP, embarked on a series of workshops and meetings with various community stakeholders and residents from North Lawndale to solicit and incorporate local input to the planning process.

Community Planning Conference III - April 21, 2018

On Saturday, April 21, 2018, nearly 300 attended North Lawndale’s 3rd Community Planning Conference hosted by the NLCCC at Lawndale Cinemas Entertainment 10. The open house event, which included continental breakfast and a brief presentation, showcased the draft chapters of the North Lawndale Neighborhood Quality-of-Life Plan. Attendees also had the opportunity to speak directly with NLCCC steering committee members about the content of the draft plan. Input received at the open house and through other events will be used to revise the plan before we prepare the final plan document and pursue adoption.

More than 125 North Lawndale residents and other stakeholders joined NLCCC, CMAP, and LISC for the Second Annual Community Planning Conference on Saturday, June 3, 2017, at DRW College Prep. The half-day conference kicked off with an update on NLCCC initiatives including the announcement of Early Action Project Awards winners. The primary agenda items for the day included Breakout Sessions to brainstorm around various aspects of neighborhood quality of life, and a Vision Mapping Workshop where North Lawndale residents put pen to paper to map out desired future development and investment strategies and identify a path to improving the North Lawndale community.
