A Comprehensive Plan for Rosemont

Update: The Rosemont Comprehensive Plan was adopted on November 18, 2015 by the Village of Rosemont Board of Trustees. Download the final plan.

The Village of Rosemont is situated in proximity to the City of Chicago and O'Hare International Airport, making it a prime location for residents and businesses and a gateway for visitors entering the city of Chicago. Incorporated in 1956, Rosemont is home to a relatively small number of residents but attracts as many as 50,000 visitors on a daily basis for employment and entertainment purposes. The nearby CTA Blue Line and Metra's North Central Service line rail service, combined with the local shuttle and bus services, make Rosemont a destination as easily accessible via transit as by automobile.

In an effort to capitalize on the community's assets and identify solutions for existing issues, CMAP's Local Technical Assistance (LTA) program is assisting the Village in the creation of its first comprehensive plan since 1977.  The plan will provide a framework to improve consistency in long-term planning, resulting in both increased levels of sustainability and livability as Rosemont continues to develop. The comprehensive plan will also build upon the community's assets and identify ways to support regional goals from the GO TO 2040 comprehensive regional plan.

The planning process will include three phases, with public input being a key component of each phase. The first phase will involve a thorough analysis of the existing conditions within the community using information gathered through one-on-one stakeholder interviews, steering committee meetings, focus group workshops, review of previous studies, and available data. Phase two will focus on creating a vision for the future of Rosemont by identifying goals and objectives based on findings from the phase one analysis and a public visioning workshop. The final phase will combine efforts from previous phases to create the comprehensive plan document containing policies, programs, and actions steps to be undertaken in order to achieve the community's future vision for the Village of Rosemont.

Public Engagement

Public outreach and community engagement is an important part of the planning process for the Rosemont Comprehensive Plan. A series of focus workshops were scheduled to learn about the issues and opportunities that exist in Rosemont from various stakeholders in the community. A business owners workshop to learn about the needs of local business owners and leaders was held on November 26, 2013 at Cafe Zalute. A Spanish-speaking workshop was held on December 13, 2013 at the Barry Recreational Center annual holiday party to get a further understanding of challenges and opportunities facing the community. An online survey to gather your input on strategies identified to help achieve the community's vision of Rosemont was available from April 1 to May 1, 2015.
