A Unified Development Ordinance for South Elgin

The Village of South Elgin, located approximately 40 miles northwest of Chicago, is known for its rich history, natural beauty, economic opportunity, and strong sense of community. The Village of South Elgin is committed to the community's vision developed in the 2030 Comprehensive Plan and has taken steps towards implementation by adopting the Bicycle and Pedestrian Mobility Plan in June 2014 which, in addition to proposing a connected bikeway network and improvements to pedestrian facilities and infrastructure, also supports development regulations that help create a more walkable and bikeable community. The Village is now embarking on a Unified Development Ordinance as outlined in the Comprehensive Plan.

With help from CMAP's Local Technical Assistance (LTA) program, the Village of South Elgin and community stakeholders will embark on an interactive, community-based process focused on updating and modernizing the Village's Zoning and Subdivision Ordinances to create a Unified Development Ordinance. The planning process will align the Village's development regulations, land use practices, and vision for the community with its recently adopted Comprehensive Plan. Specific topics to be addressed include existing land uses; off-street parking; landscaping and buffering; signage requirements; subdivision standards; and potential updates to the zoning districts, bulk regulations, and other development standards.

The planning process to revise the ordinances includes four main phases. The first phase will consist of a detailed existing conditions review and will build upon the information compiled during the comprehensive planning process. Phase two will focus on creating and vetting initial recommendations; these recommendations will be based on findings from the existing conditions analysis, stakeholder interviews, and public workshops. The third phase will create a Unified Development Ordinance that will streamline and integrate the content of the Zoning and Subdivision Ordinances and make the document as user-friendly as possible. During the fourth and final phase the document will be presented for public review and approval.

 

Public Engagement

The public will have several opportunities to participate in the planning process. The Village of South Elgin and CMAP will embark on a series of outreach meetings and workshops with Village leadership, property owners, and the community to solicit and incorporate local input to the planning process. Public engagement will continue throughout the remainder of the planning process for the Unified Development Ordinance.
