About the project

McHenry County occupies an important location in northeastern Illinois as its proximity to the Chicago and Rockford metropolitan results in a county with economic linkages with both areas. McHenry County's economic development planning therefore must reflect this balance.

McHenry County through the McHenry County Economic Development Corporation has partnered with Boone County and Winnebago County to develop a multi-county Comprehensive Economic Development Strategy (CEDS). A CEDS aims to unify the public and private sectors through the development of a targeted strategy to expand and strengthen local and regional economies. Such plans often identify important industrial clusters and then consider ways in which to boost the competiveness of these industries, such as workforce development needs and priority infrastructure projects.

The Rockford Region Economic Development District is receiving funds from the U.S. Economic Development Administration (EDA) to support development of the regional plan, with their efforts focusing heavily on Boone and Winnebago and regional matters. Northern Illinois University will be providing technical assistance for the Boone/Winnebago component. CMAP's support, provided through its Local Technical Assistance (LTA) program, will focus on the McHenry portion of the CEDS. The final project will be one plan for submission to the EDA.

This planning process, which is designed to be completed in approximately eight months, consists of three main phases. The first phase will evaluate existing conditions of McHenry County compared with the Rockford and Chicago metropolitan regions based on a combination of outreach and data analysis, including local and regional stakeholder engagement. During the second phase, initial recommendations will be created and vetted with County and regional stakeholders. The third phase will include report creation, community feedback, adoption, and EDA submission.
