Shared Path 2030 Process for Years 2004 - 2007
The 2030 Regional Transportation Plan for northeastern Illinois was adopted by the Policy Committee of the Chicago Area Transportation Study in October, 2003 and updated by the Board of CMAP and the MPO Policy Committee in October, 2006. To comply with new federal regulations, another update was adopted in 2007. Periodic minor updates are expected until the 2040 Regional Comprehensive Plan is completed in 2010. The information below serves as the Shared Path 2030 process documentation for the years 2004-2007. Shared Path 2030 Process documentation for years 2001-2003 is available on CD from CMAP. For both spans of years, the day-to-day work of compiling the Regional Transportation Plan was accomplished by the CATS Regional Transportation Plan Committee, whose duties have now been assumed CMAP Transportation Committee.

Among other activities, the RTP Committee considered comments on the draft updates to the 2030 Regional Transportation Plan recommended approval of the Update.

Draft 2030 Regional Transportation Plan Update
March 24 - April 23: Public Comment Period on Draft RTP Update.
The Work Program Committee has released the draft update of the 2030 RTP for a public comment period. The public comment period extended until April 23.
Draft 2007 Update of the 2030 Regional Transportation Plan
Produced in partnership by CMAP and the MPO Policy Committee, the RTP Update brought the 2030 Regional Transportation Plan into compliance with new federal requirements but will not change capital projects (which were updated within the 2006 Capital Element Update, below). Comments could be submitted via telephone, fax, e-mail or U.S. Mail. To further facilitate comments, a public meeting was held at CMAP from 3 to 7 p.m. on Monday, April 2.
March 7, 2007 (Wednesday) Regional Transportation Plan Committee 9:30 a.m.
The RTP Committee continued its review of the draft Regional Transportation Plan 2007 Update. The Committee recommended release of the document for public comment.

The RTP Committee reviewed agency approvals of the Capital Element Update and public involvement activities. The committee also considered activities related to an update in 2007 required to make the 2030 Regional Transportation Plan compliant with the provisions of federal funding legislation (SAFETEA-LU).

Following the Shared Path 2030 process, the September 29 recommendation by the CATS Work Program Committee, and the approval of the CMAP Board, the MPO Policy Committee approved the 2006 Capital Element Update to the 2030 Regional Transportation Plan.
Along with the RTP update, the Policy Committee and the CMAP Board also approved the air quality analysis.

September 14, 2006 (Thursday) Regional Transportation Plan Committee 9:30 a.m.
At its September meeting, the RTP Committee considered the draft capital element update of the Regional Transportation Plan, along with the results of public involvement activities used to help develop the plan. The RTP Committee sent the draft to the Work Program Committee review. The RTP Committee also reviewed plan implementation efforts and received an update on the consultant contract to inventory regional travel.

July 31 - August 29, 2006. Public Comment Period.
The Chicago Metropolitan Agency for Planning (CMAP), the Chicago Area Transportation Study (CATS) and the Northeastern Illinois Planning Commission (NIPC) released the draft 2030 Regional Transportation Plan Update (RTP), the proposed FY 07-12 Transportation Improvement Program (TIP), the draft Air Quality Conformity Analysis and preliminary revised municipal and county forecasts of population, households, and employment for a 30-day public review and comment period. The RTP guides long-term transportation decisions and investments. The TIP is used to implement the RTP. The Air Quality Conformity Analysis documents the air quality impacts of the proposed plan and program. The forecasts of population, households and employment support the RTP process.
The RTP, TIP, Conformity Analysis and forecasts were available at CMAP or by calling the CMAP offices beginning Monday, July 31. A public meeting was held at the CMAP office from 3-7 p.m. on Wednesday, August 9.
Written comments were received at the public meeting and by mailing, faxing, or delivering them to CMAP at the address below. The public review and comment period continued through 4 p.m. on Tuesday, August 29.

At its October meeting, the RTP Committee met CATS, 300 W Adams St 2nd Floor, Chicago. The Committee continued reviewing the response to public comments from the Shared Path 2030 development process. This discussion focused on major capital recommendations included in the RTP. The Committee also reviewed public involvement activities, RTP implementation efforts, and the previous day's Planning Information Forum regarding safety conscious planning (see below). The discussion about plan implementation included a presentation by the Regional Transportation Authority regarding the Cook-DuPage Multimodal Corridor Study.
