2030 Regional Transportation Plan for Northeastern Illinois

New.  2030 Regional Transportation Plan Update Approved October 9, 2008

The Board of the Chicago Metropolitan Agency for Planning and the MPO Policy Committee approved an update to the 2030 Regional Transportation Plan for Northeastern Illinois on October 8 and October 9, 2008, respectively.  CMAP Transportation Committtee released the update of the 2030 Regional Transportation Plan for a 30-day public comment period on August 22, 2008.  The update consists of extensions of proposed projects for additional lanes on I-90 (Jane Addams Memorial Tollway) and I-88 (Ronald Reagan Memorial Tollway). Additional lanes on I-90, with a minimum 3-lane cross-section in each direction, are planned to extend to the western edge of the region, and beyond to the Rockford area. A short extension of the planned additinal lanes on I-88 would extend a 3-lane cross-section to the Illinois Route 56 interchange east of Sugar Grove. In addition, updates are proposed to reflect changes to transit services and regional planning assumptions to reflect the "Congestion Reduction Demonstration" recently agreed to by the City of Chicago, the Chicago Transit Authority, and the U.S. Department of Transportation.

The plan includes goals, objectives, strategies, systems, and projects to improve the efficiency and effectiveness of the regional surface transportation system. This plan has been adopted by the Board of the Chicago Metropolitan Agency for Planning and the Policy Committee of the Metropolitan Planning Organization. Air Quality Conformity

An air quality analysis of the Updated 2030 Regional Transportation Plan has also been released.  The Updated 2030 Regional Transportation Plan and FY 2007-2012 Transportation Improvement Program conform to the State Implementation Plans for attainment of National Ambient Air Quality Standards.

Prior Adopted 2030 Regional Transportation Plans

June, 2008.  An Update to the 2030 Regional Transportation Plan for Northeastern Illinois was approved by the Board of the Chicago Metropolitan Agency for Planning on June 11, 2008, and by the MPO Policy Committee on June 12, 2008.  The update primarily extends the southern terminus for planned additional lanes on I-55 from Arsenal Road to Coal City Road in southern Will County.  A portion of this addition is expected to be studied soon.

March, 2008.  An Update to the 2030 Regional Transportation Plan for Northeastern Illinois (pdf, 5.8 MB) was approved by the Board of the Chicago Metropolitan Agency for Planning and by the MPO Policy Committee on March 12 and 13, respectively. The updated document has been submitted to our state and the federal partners. The update was primarily the addition of a project to add lanes on I-355 from I-88 to 75th Street in DuPage County. The update also includes minor editorial changes.

June, 2007: The 2030 Regional Transportation Plan was last updated in June, 2007.  That update and applicable parts of previously adopted updates have been used to produce the Compiled 2030 Regional Transportation Plan, reflecting the approved long-range transportation plan for metropolitan Chicago.

Component Updates

The compiled plan consists of prior updated plans, as applicable. 

2030 Regional Transportation Plan for Northeastern Illinois. The 2030 Regional Transportation Plan was first adopted by Policy Committee Resolution 03-09 in October, 2003.  The compiled plan includes the regional analysis from this document.

2006 Capital Element Update. The capital element of the 2030 Regional Transportation Plan was updated by Policy Committee Resolution 06-14 in October, 2006 and approved by the Board of the Chicago Metropolitan Agency for Planning. 

2007 Update.  A 2007 update of the strategic element of the 2030 Regional Transportation Plan was adopted by Policy Committee Resolution 07-07 and approved by the Board of the Chicago Metropolitan Agency for Planning.

Shared Path 2030 Outreach Materials and Processes

Shared Path 2030 is the process for developing and updating the Regional Transportation Plan (RTP) for northeastern Illinois. This plan will guide long-term transportation decisions and investments in the years to come. Past regional transportation plans have laid the groundwork for major transportation system improvements such as the CTA Orange Line to Midway Airport and the Elgin/O'Hare Expressway.

The 2030 RTP includes strategies, systems, and projects to enhance the accessibility of northeastern Illinois communities and improve the mobility of people and goods in our region.  Key strategies of the Regional Transportation Plan include an emphasis on improving our communities by assuring that they are walkable and bikeable; improving commercial goods movement through such programs as CREATE; reducing vehicle delay through the application of technology; more efficient roadway designs; and the adoption of value pricing strategies to encourage efficient use of the system (e.g., discounts for Chicago Card and I-Pass users as well as congestion pricing).

The 2030 RTP, originally adopted in 2003, includes such projects as Metra's extensions to Manhattan and Elburn, the Dan Ryan Expressway and Kingery Expressway Reconstruction projects, the Illinois Tollway's I-355 Extension and extensive widening projects, and the CTA Brown Line capacity expansion.   

The CMAP Board and the MPO Policy Committee approved the update of the capital element of the 2030 Regional Transportation Plan in October, 2006.  To comply with federal regulatory requirements, our Regional Transportation Plan needed to be updated again in June, 2007.  The scope of this update was focused on new requirements under SAFETEA-LU, the federal law authorizing federally-funded metropolitan transportation system planning and projects.

In adopting the 2006 update to the 2030 RTP, the MPO Policy Committee called for additional funding for our transportation system.  New funding will be required to provide the mobility and accessibility necessary for our metropolis to prosper.  Projects included in the 2030 RTP for which new funding might be required include the CTA Circle Line, the Prairie Parkway, Metra's STAR line and Southeast Service, and travel improvements in the Cook-DuPage Corridor.

The money spent to develop this transportation system comes from tax dollars, tolls, fares, and other user fees.  It is your transportation system.  We encourage you to become involved in the long-range planning for it.
