The Federal Highway Administration released a 2013 edition of the Traffic Monitoring Guide, which provides guidance to State highway agencies on the policies, standards, procedures, and equipment typically used in traffic monitoring programs.  The guide defines and recommends a framework and methods for data collection efforts related to traffic volume and vehicle classification.  For the first time, the guide includes a chapter (Chapter 4) on pedestrian and bicycle counting.

Another important new resource to help practitioners and advocates understand and monitor bicycle and pedestrian traffic is Portland State University's Initiative for Bicycle and Pedestrian Innovation website, "Guide to Bicycle and Pedestrian Count Programs."
