First Off...

Call for local projects informational presentation available. On Wednesday, May 15, CMAP and the Regional Transportation Authority (RTA) held an informational session for the 2014 RTA Community Planning Program and CMAP Local Technical Assistance (LTA) Program Call for Projects. The presentation is now available on-line. Review the program guide to see which types of projects are eligible, or contact Erin Aleman (ealeman@cmap.illinois.gov or 312-386-8816). Applications are at www.rtachicago.com/applications and are due June 26, 2013 at noon.

Policy Updates. This month, the Transportation for Illinois Coalition proposed eliminating the state motor fuel tax (MFT) and removing motor fuel from the 6.25-percent state sales tax base, which would then be replaced with an 18-percent wholesale tax on motor fuel. While TFIC argues that the MFT-wholesale tax swap would address the MFT's vulnerability to inflation, our Policy Updates blog analyzes the substantial impacts of volatility in fuel prices on the proposal's revenue yields and equity. We also covered recent news from Springfield.

Calumet Summit 2013. This Wednesday, I spoke at the two-day Calumet Summit 2013: Connecting for Action, coordinated by the Calumet Stewardship Initiative. It was a chance for northwest Indiana and northeast Illinois leaders to develop an agenda to support natural resources in the Calumet region. The Times of Northwest Indiana wrote an editorial about the summit, which includes a quote from my remarks. In other open space news, the State of Illinois announced a $15.3 million investment in local parks across Illinois, including in Cook and DuPage Counties, through the Open Space Lands Acquisition and Development program.

Staff progress report. The third-quarter progress report (January through March) based on CMAP's FY13 work plan is now on-line.

LTA updates. Among recent highlights from CMAP LTA program:

The Glen Ellyn Patch previewed an upcoming presentation to the Glen Ellyn Village Board on its draft downtown streetscape and parking study.
Livability.com referenced CMAP's "Parking Strategies for Livable Communities" report in an article on ways cities are improving their parking. The report is guiding development of parking management studies in Hinsdale and Chicago's Wicker Park-Bucktown neighborhood.

Manufacturing reshoring. Crain’s Chicago Business covers the recent trend of “reshoring” as Midwestern companies are receiving new contracts and production returns from overseas. A video preview examines why Illinois has not seen the same increase. Also see CMAP's Metropolitan Chicago’s Manufacturing Cluster: A Drill-Down Report on Innovation, Workforce, and Infrastructure.

Stormwater management workshop. The Lake Michigan League of Women Voters and partners will host "Stormwater -- From the Ground Up" on June 18 from 7:00 to 9:00 p.m. In related news, a recent CMAP publication describes how local governments can use stormwater utilities to address local flooding and drainage problems. APA tour. The Dirt blog described a tour organized for the American Planning Association National Conference by the Field Museum, showcasing the work of Chicago Wilderness and our region's natural spaces and green infrastructure.

Metra wi-fi. The Chicago Tribune covered a new study exploring the cost of equipping Metra trains with wi-fi.

Census webinars. The U.S. Census Bureau will offer a free training webinar next week: Population Estimates and Projections (May 22 at 12:00 to 1:30 p.m. CT). Register on-line.

Change Institute. The MidAmerica Center for Public Healthy Practice and partners will host the 2013 Change Institute on May 29-30 at the Hyatt Rosemont (6350 North River Road). The event will focus on building healthy living in communities.

TMA annual meeting. The Transportation Management Association (TMA) of Lake-Cook will hold its annual meeting on June 7 at 9:00 a.m. at Baxter Healthcare (1 Baxter Parkway, Deerfield). RSVP on-line or to Lynn Stailey by June 5.

Soles and Spokes. CMAP’s bike-ped planning blog featured a new study evaluating the safety impact of converting two-way left-turn medians to raised medians. We also highlighted a new on-line guide on road diets from the Project for Public Place, the “Rightsizing Streets Guide.”

Performance-based funding. A new microsite focuses on how "performance-based funding" can improve transparency and decision making. A Policy Updates blog provides an overview of the microsite, including its compendium of related CMAP research and analysis.

Congestion pricing. Visit www.cmap.illinois.gov/congestion-pricing to learn more about the many places that congestion pricing is already underway across the country, as well as the benefits of implementing express toll lanes in our own region. EI2 rebates. Energy Impact Illinois (EI2) is offering rebates up to $1,750 (an estimated 70-percent cost savings) for upgrades you can make to improve the comfort of your home. For more information, contact Emily Plagman at eplagman@cmap.illinois.gov. To see if you qualify for the rebate, please call 1-855-9-IMPACT.

Upcoming IDNR meeting. The Illinois Department of Natural Resources Office of Water Resources has partnered with CMAP and the Center for Neighborhood Technology on a water loss evaluation project to better understand challenges faced by public water supply operators. CMAP's Tim Loftus will describe the project at the May 22 INDR meeting that will discuss proposed changes to the rules and regulations governing Lake Michigan water allocations and allow for additional public comment.

ArcGIS workshops. CMAP periodically offers a Two-Day ArcGIS Basic 10.1 Workshop, and dates are set for August 28 to 29, October 2 to 3, November 6 to 7, and December 18 to 19. First Off...

CMAP Board recap. The Board met on Wednesday and discussed and approved the State Capital Program Principles, which maintain that any new State capital program must be coupled with reform. Specifically, any new program: 1) must be funded through new user-fee generated revenues, 2) must move away from the 55/45 split and toward a performance-based funding system, and 3) must provide additional capital funding for both highways and transit. Staff also walked the Board through a new performance-based funding microsite that is covered in an item below. Finally, the agency’s updated Strategic Plan was presented that links the recommendations and implementation action areas in GO TO 2040 to the priorities of the agency and five-year goals for implementation. This directly ties in to the draft FY 2014 Budget and Work Plan, that was presented for Board review, approval will be requested at the June meeting.

Prior to the Board meeting, the Local Coordinating Committee met and heard a presentation from the Center for Neighborhood Technology (CNT) on a proposal to establish Priority Development Areas (PDAs), voluntary geographic designations to align investments in transportation, housing, and jobs across agencies. CNT had made this presentation to all of the CMAP working committees, and CMAP staff will explore this concept in more detail as a project in next year’s agency work plan. Staff provided an overview of the Fair Housing and Equity Assessment, which will be first presented in draft form to the Housing working committee later this month. Finally, the call for projects was announced last week, the next round of model plans, codes, and ordinances was presented, and the Local Technical Assistance (LTA) program status update is available.

Call for local projects informational session. CMAP and the Regional Transportation Authority (RTA) will hold an informational session on planning assistance and grants available for local projects across metropolitan Chicago this Wednesday, May 15 from 10:30 a.m. to noon. Taxpayers deserve to understand how priorities are set for investments in maintaining, modernizing, and expanding our roads, bridges, and transit. CMAP believes taxpayers will support transportation investments that improve their quality of life. To accomplish this, Illinois needs to lead the national effort to implement "performance-based funding" of highway and bridge projects. A new microsite focuses on how "performance-based funding" can improve transparency and decision making. A Policy Updates blog provides an overview of the microsite, including its compendium of related CMAP research and analysis.

LTA updates. Among recent highlights from CMAP's LTA program:

The Courier-News described the latest Homes for Changing Region project. CMAP, in partnership with the Metropolitan Planning Council and Metropolitan Mayors Caucus, is currently working with Carpentersville, East Dundee, Elgin, and West Dundee. Workshops will be held in each community throughout the month of June.
The City of Chicago Heights recently kicked off work to update its comprehensive plan. Stay up to date on the project's progress by visiting www.cmap.illinois.gov/lta/chicago-heights.
The City of Berwyn and Berwyn Development Corporation are seeking resident feedback at http://www.berwyn.metroquest.com/ on different signage and development options as they work to update the City's zoning ordinance. The update is recommended by the Berwyn Comprehensive Plan, which was unanimously adopted last fall.
WBEZ's the Morning Shift featured Bronzeville Community Development Partnership president Paula Robinson, who discussed recent efforts to establish Bronzeville as a National Heritage Area through the National Park Service.
My Suburban Life summarized the accomplishments of former Riverside Village President Michael Gorman as he stepped down from office this week. President Gorman, who is also a member of the CMAP Board, urged the Village Board and residents to implement the recently adopted Central Business District plan.

Manufacturing in the news. Marc J. Lane, chairman of the Illinois Task Force on Social Innovation, Entrepreneurship, and Enterprise, wrote an opinion piece in Crain's Chicago Business on opportunities to make the Chicago area a hub for manufacturing. The piece references our recent manufacturing cluster drill-down report.

CMAQ in the news. ABC 7 and CBS 2 described the recent expansion of Pace's Bus on Shoulder program to include new trips on routes 755 and 855. CBS 2 also covered new signs to help facilitate transfers between Metra, Chicago Transit Authority (CTA), and Pace services. Finally, Streetsblog Chicago described construction of the Englewood Flyover. All three projects are partially funded through CMAP's Congestion Mitigation and Air Quality Improvement program.

Red Line South Extension. The May 3 episode of the Chicago Reporter and Vocalo’s “Barber Shop Show” covered upcoming CTA construction and its impact on riders, including work done in support of extending the CTA Red Line south to 130th Street. CMAP’s LTA program, in collaboration with the Developing Communities Project (DCP) and the CTA, developed a livability report on the Red Line South Extension at www.cmap.illinois.gov/red-line. The web page also features a video, outreach brochure, and map gallery.

Bike safety. Chicago Magazine has an important reminder that bike safety should matter to everyone, regardless of how they get around.

IDOT safety program. The Illinois Department of Transportation is accepting applications for FY2014 Local Rail/Highway Grade Crossing Safety Program. Applications are due July 15; contact Jason L. Johnson at 217-557-1399 with questions.

CCT anniversary. Congratulations to The Chicago Community Trust, which recently celebrated its 98th anniversary. A video of local students performing "Stand By Me" at iconic Chicago locations closed out last week's event.

Policy Updates.  We described Cook County's recently released economic development agenda, Partnering for Prosperity -- eight of the nine agenda strategies directly align with GO TO 2040 recommendations. We also covered recent news from Springfield, including the passage of pension reform legislation in the Illinois House of Representatives.

APA award video.  The American Planning Association produced a short video about CMAP for its National Planning Excellence Award for a Planning Agency. CMAP was also featured in the APA magazine Planning. Thanks again to the many CMAP partners who helped our region earn this special honor.

LTA Updates. Among recent highlights from CMAP's LTA program:

The recently adopted Riverside Central Business District plan was described in the Riverside-Brookfield Landmark, which also voiced support in an editorial.
The Chicago Tribune and Palatine Patch covered the recently completed Homes for Changing Region project that involved the Northwest Suburban Housing Collaborative (Arlington Heights, Buffalo Grove, Mount Prospect, Palatine, and Rolling Meadows). The housing plan was produced in partnership with CMAP, the Metropolitan Planning Council (MPC), and Metropolitan Mayors Caucus.
On Tuesday, the City of Northlake Plan Commission voted to send its draft comprehensive plan to the City Council for adoption later this month.
The Village of Bensenville's Board of Trustees unanimously approved a memorandum of understanding to update its comprehensive plan with support from CMAP. The Village's Community Development Commission, which met to kick off the project on April 22, will serve as the steering committee.
The Wednesday Journal described the new Community Sustainability Report Card, which tracks implementation progress for Oak Park's and River Forest's environmental sustainability plan, PlanItGreen. CMAP assisted with data aggregation and indicator analysis for the report card.
The New Lenox Patch previewed this week's public workshop for input on the draft U.S. Route 30 corridor implementation plan.

Rescheduled TMDL meeting: May 8.  CMAP's is leading a two-year planning process to develop a total maximum daily load water quality implementation plan for nine lakes in southwestern Lake County: Island, Woodland, Napa Suwe, Drummond, Fairview, Slocum, Tower, Timber, and Barrington. The next meeting for development of the draft TMDL plan was rescheduled to May 8 at 2:00 p.m. at the Northern Moraine Wastewater Reclamation District (420 Timber Trail, Island Lake, map).

Illinois Innovation Index. This month's Illinois Innovation Index highlights changes in the region's science, technology, engineering, and math (STEM) workforce. The Index features new analysis from CMAP, which shows that our region has a smaller share of its total workforce in STEM occupations compared with the national average, and this proportion has declined during the past ten years. However, some STEM occupations are growing at a faster rate than the national average, indicating potential regional specializations.

CMAQ in the news.  The Chicago Tribune described a recent court decision that will improve air quality at Union Station. The article references new equipment used by Metra to shut down engines if they idle longer than 10 minutes -- this equipment was partially funded through CMAP's Congestion Mitigation and Air Quality Improvement program.

Bus on Shoulder service expansion. On Tuesday, Pace announced the expansion of its Bus on Shoulder program to include new trips on routes 755 and 855. The original I-55 pilot and its expansions are partially funded through our CMAQ program.

West Union green streetscape. The Discovery Channel will feature West Union, Iowa's green pilot streetscape project on "Profiles Series" on Monday May 6 at 6:00 a.m. The segment will focus on the Elmhurst-based Conservation Design Forum's streetscape design and implementation.

Water usage roundtable.  MPC will host a roundtable to release their new white paper, "Immeasurable Loss: Modernizing Lake Michigan Water Use," on May 7 from noon to 1:30 p.m. at their offices (140 S. Dearborn, Suite 1400, Chicago).

Census webinar. The U.S. Census Bureau will offer "Current Population Survey & Survey of Income and Program Participation" on May 8 from noon to 2:00 p.m. CT. Register for the free training webinar.

National Train Day. On May 11 from 11:00 a.m. to 4:00 p.m., Amtrak will host a National Train Day event at Chicago's Union Station, which will celebrate the ways trains connect and impact communities.

Earth Day summit. For the fourth straight year, the Illinois Tollway convened its Earth Day Summit of our region's transportation agencies this past Monday. The event is billed as an opportunity for regional leaders to "come together to share ideas, debate options and, ultimately, attempt to reach a consensus on ways to finance multimodal transportation projects." CMAP Board member Frank Beal was among the speakers.

Congestion pricing campaign. This week the West Central Municipal Conference became the latest group to pass a resolution in support of congestion pricing. To support CMAP's efforts on this issue, please contact Erin Aleman (312-386-8816 or ealeman@cmap.illinois.gov).

Policy Updates. CMAP’s Policy Updates blog examined how revenue shortfalls may jeopardize state capital program financing. We also covered the latest edition of the Illinois Innovation Index, which provides recent data on four building blocks of innovation. Also featured is the Illinois Department of Transportation's (IDOT) release of its FY 2014-19 Highway Program, and recent news from Springfield.

LTA updates. Among recent highlights from CMAP's Local Technical Assistance program:

The Village of New Lenox will host a public workshop for input on the draft U.S. Route 30 corridor implementation plan on April 29 from 5:30 to 7:30 p.m.
On May 8 and 11, the City of Berwyn and Berwyn Development Corporation will host public kickoff meetings to update the City’s zoning ordinance. The update is recommended by the Berwyn Comprehensive Plan, which was unanimously adopted last fall.
My Suburban Life covered the Riverside Village Board's recent adoption of its Central Business District plan.
Streetsblog Chicago describes efforts to revitalize transportation in Chicago's Englewood neighborhood and mentions the Green Healthy Neighborhoods land use plan. The City of Chicago also announced recent public and private investments in Englewood and referenced the plan, which will go before the City’s Plan Commission later this year.

CMAP media tip sheet. CMAP's latest tip sheet includes information on the launch of a community-led plan for Chinatown, a new CMAP toolkit to help communities plan for the physical character of development, and more.

CMAQ in the news. The Chicago Tribune previewed the City of Chicago’s planned launch of a new bike sharing program "Divvy Bikes," which is partially funded through the Congestion Mitigation and Air Quality Improvement program. In other CMAQ news, on April 30, the Illinois Partners for Clean Air -- in partnership with the Illinois Environmental Protection Agency -- will launch the Illinois Air Quality Flag Program for Chicago area schools. Schools involved in the program will fly a color-coded flag to indicate the day's air quality.

EI2 in the news. The U.S. Department of Energy featured Energy Impact Illinois (EI2) in its April Better Buildings Neighborhood View newsletter. EI2 is offering rebates up to $1,750 (an estimated 70-percent cost savings) for upgrades you can make to improve the comfort of your home. CCT anniversary. The Chicago Community Trust will host its 98th Anniversary Celebration to highlight the impact of donors, volunteers, and grant recipients from the Chicago metropolitan area on April 30 from 5:00 to 8:30 p.m. at the Harris Theater for Music and Dance (205 E. Randolph, Chicago).

County Green. The College of Lake County will host the fourth annual County Green conference on May 23 from 7:30 a.m. to 5:30 p.m. The event will focus on renewable energy, transportation, water, and other sustainability issues.

Bike transportation plan. IDOT has launched a new website for the draft Illinois Bike Transportation Plan, which includes a comprehensive overview of the draft plan and opportunities for the public to submit feedback, view the plan's progression, and collaborate with IDOT.

TIGER grants. The U.S. Department of Transportation announced the availability of $473.8 million in “TIGER” discretionary grants for National Infrastructure Investments. Applicants can begin applying on April 29 at http://www.grants.gov/ and final applications are due June 3.

Great Lakes Rail Corridor. The Chicago-Detroit/Pontiac Passenger Rail Corridor Program is soliciting public input on preliminary route analysis between Chicago's Union Station and Porter, Indiana. A self-guided presentation of the alternatives analysis process is available on-line and feedback can be submitted until May 29.

Circle Interchange. Chicago Magazine described the history of the Circle Interchange and the plans for redesigning the highway. In March, the CMAP Board and MPO Policy Committee voted to amend GO TO 2040 by adding Circle Interchange improvements to the plan's list of fiscally constrained projects.

CMAP Blogs

Soles and Spokes. CMAP’s bike-ped planning blog featured information on the May 15 Illinois Bike Summit in Normal, IL. We also described a final rule on the Federal Transit Administration and Federal Highway Administration's implementation of the National Environmental Protection Act, which is aimed at streamlining the environmental review process by establishing new categorical exclusion criteria, which may have implications for bicycle and pedestrian projects.

ArcGIS workshops. CMAP periodically offers a Two-Day ArcGIS Basic 10.1 Workshop, and dates are set for July 10 to 11 and August 28 to 29. First Off...

APA conference. Thanks to everyone who learned more about CMAP's efforts to implement GO TO 2040 at the American Planning Association's National Conference, which wrapped up this Wednesday. On April 16, CMAP received the National Planning Excellence Award for a Planning Agency. Congratulations to all the other APA awardees, and thanks to the many CMAP partners who helped our region earn this special honor. During the APA session "Public Engagement on a Shoestring," CMAP's local planning outreach team was recognized for their efforts to support the Chinatown Community Vision Plan, Green Healthy Neighborhoods land use plan, and Future Leaders in Planning (FLIP) program. Crain's Chicago Business described the panel "Open Data in the Chicago Region," which included CMAP's Drew Williams-Clark and Greg Sanders.

Policy Updates. CMAP is monitoring the development of President Obama's budget proposal for federal Fiscal Year 2014 because federal investments and policy in transportation, economic development, and housing play a vital role in the implementation of GO TO 2040. The proposed budget includes a heavy emphasis on manufacturing, reflecting select recommendations from CMAP's manufacturing cluster drill-down report. We also featured new Complete Streets Design Guidelines from the Chicago Department of Transportation (CDOT). Finally, we described recent news from Springfield, including the release of the state's six-year $12.62 billion transportation program.

New BUILT fund. On Wednesday, Cook County announced a new $30 million loan guarantee program through the U.S. Department of Housing and Urban Development. The BUILT in Cook fund will encourage transit-oriented, mixed-use, and cargo-oriented development.

LTA updates. Among recent highlights from CMAP's Local Technical Assistance program:

The Riverside Village Board unanimously approved its Central Business District Plan on Monday. Read more in the Riverside-Brookfield Landmark.
On April 16, the Chicago Heights City Council approved a resolution to update its 1994 comprehensive plan over the next 12 months with support from CMAP.
The Norridge-Harwood Heights News described efforts to update the Village of Norridge's zoning ordinance to better-reflect the recently adopted Norridge comprehensive plan, which was unanimously approved last fall.
Sinovision covered last week's launch event for the Chinatown Community Vision Plan.
The Wednesday Journal described the recently approved Oak Park water conservation and efficiency plan.
On April 3, a business owners workshop was held for the Hinsdale parking strategies study. Videos from the workshop are available at www.cmap.illinois.gov/hinsdale. Residents can provide input on several strategies and priorities to improve the livability of the community's historic downtown.
CMAP is now tracking completed LTA projects with summaries and highlights in the Case Studies Library. Read more about the Fairmont Neighborhood Plan, which included extensive engagement and has already led to numerous infrastructural improvements in the community.

CMAP in the news. GO TO 2040 and its targets for reducing greenhouse gas emissions was referenced by the Twin Cities Daily Planet. The region's progress on meeting such targets is described in Moving Forward 2012, the second annual GO TO 2040 implementation report.

CMAQ in the news. The Kane County Chronicle described an upcoming ribbon-cutting ceremony to open the Red Gate Bridge's lower-deck suspended bicycle and pedestrian bridge, which is partially funded through the Congestion Mitigation and Air Quality Improvement program.

Seed Chicago. Last week, World Business Chicago and the City of Chicago launched Seed Chicago in collaboration with Kickstarter. Through Seed Chicago, the public can contribute funding for small business and community projects that will create jobs and economic growth in the City. Since last week's launch, the Global Garden Bees 'n Seeds and Englewood Codes projects already reached their fundraising goals.

Census webinar. The U.S. Census Bureau will offer a free training webinar next week: Introduction to the American Community Survey (April 24, noon to 1:30 p.m. CT). Register on-line.

US SIF conference, training course. US SIF, the Forum for Sustainable and Responsible Investment, will hold its annual conference, Finance for a Sustainable Future, on May 20-22 at the Westin River North in Chicago. The US SIF Foundation will also hold a training session for financial advisors and other professionals on May 21 from 8:00 a.m. to noon at Morningstar (22 W. Washington St., Chicago) -- conference attendees are eligible for discounted registration.

BRT newsletter. The Chicago Transit Authority (CTA) released a newsletter on bus rapid transit this month, which features information on design competition for three stations in Chicago's planned BRT system. Today, the City of Chicago, CTA, and CDOT announced plans to further study BRT along a 16-mile stretch of Ashland Avenue between 95th Street and Irving Park Road following a year-long assessment of various BRT alternatives.

Illiana in the news. The Chicago Tribune described this week's open house, hosted by the Illinois Department of Transportation, for the proposed Illiana Expressway.

REMINDER: APA conference. The 2013 American Planning Association National Conference has arrived in Chicago. From April 13-17, see CMAP's local exhibit on the region's progress in implementing the GO TO 2040 comprehensive regional plan, as well as a number of panels led by CMAP and MPC. At Tuesday's awards luncheon, CMAP will be honored with the National Planning Excellence Award for a Planning Agency. On-site registration will be available at the Hyatt Regency Chicago (151 East Wacker Dr.).

Form-Based Codes Handbook. This week, CMAP released Form-Based Codes: A Step-by-Step Guide for Communities. As communities have sought to reinvigorate their downtowns or create viable commercial corridors, many have found that conventional zoning methods geared to regulating land use may not address certain physical characteristics that contribute to a community's "sense of place." On April 11, government, business, and civic leaders from Chicago's Chinatown gathered to launch a year-long planning process for the community's future. In partnership with LTA, the Coalition for a Better Chinese American Community and 25th Ward Alderman Daniel Solis will lead development of a Chinatown Community Vision Plan, the first community-developed plan for the neighborhood in over 100 years. BRT station design competition. The Chicago Architectural Club and Chicago Architecture Foundation, in partnership with the Chicago Department of Transportation, the Chicago Transit Authority, and Chicago Bus Rapid Transit Steering Committee, have launched a new design competition for three stations in Chicago's planned BRT system. Entries are due May 13, 2013.

Innovation Day. April 11 was declared "Innovation Day" to foster innovation in Illinois, and members of the Illinois General Assembly, the Illinois Science & Technology Coalition, and the Illinois Innovation Council met yesterday to discuss progress in this important economic sector.

Census webinars. The U.S. Census Bureau will offer two free training webinars next week: The Economic Census and Other Economic Programs (April 17,12:00 to 2:00 p.m. CT) and Understanding Census Geography (April 18, 12:00- 2:00 p.m. CT). Register on-line.

The Federal Highway Administration and Federal Transit Administrated released a Notice of Proposed Rulemaking about new regulations for Categorical Exclusions (CEs) under the National Environmental Policy Act. The proposed rule would allow CEs for any project within an existing operational right-of-way, as well as for “small projects” whose federal share is under $5 million or whose total estimated cost is under $30 million. We also informed readers of a notice released by the Center for Disease Control and U.S. Department of Health and Human Services seeking public input on walking and the health benefits of increasing walkability.

CMAP Board in the news. CMAP board member Montgomery Village President Marilyn Michelini was honored this week for her service to the community, as described by Patch. President Michelini chose not to seek re-election this spring after having served in Montgomery's village government since 1982 and having first been elected as village president in 1991.

The Kane County Chronicle covered Elburn's new comprehensive plan, which was adopted by the Village Board this week. Other LTA plans adopted in recent weeks include the Oak Park water conservation and efficiency plan, the Elmwood Park comprehensive plan, the Alsip comprehensive plan, and the Fox Lake greenways and bikeways plan.

EI2 in the news. The Center for Neighborhood Technology Energy's Patrick MacRoy was on Chicago Tonight this week to discuss rebates currently available through Energy Impact Illinois. Individuals can receive up to $1,750 (an estimated 70-percent cost savings) for efficiency upgrades to save energy and improve the comfort of their homes. CMAQ in the news. The Daily Herald described construction of a new overpass at Roosevelt Road and Kautz Road, which is a CREATE program project partially funded through CMAP's Congestion Mitigation and Air Quality Improvement program.

Partnering for Prosperity. Cook County and its Council of Economic Advisors released a new report on promoting regional economic development, Partnering for Prosperity. The report's nine recommendations align with GO TO 2040, World Business Chicago's Plan for Economic Growth and Jobs, and the Organisation for Economic Co-operation and Development's study of the broader tri-state region. Illinois Innovation Index. The first 2013 quarterly report from the Illinois Innovation Index focuses on capital and infrastructure for innovation. The report includes new analysis from World Business Chicago on the increase in R&D spending at Illinois educational institutions.

Sustainable urban development degree. DePaul University will launch a Masters of Arts in Sustainable Urban Development, it’s first urban and sustainability-themed degree, this fall. An information session will be held on May 9 from 5:00 to 7:00 p.m. at the DePaul Student Center (2250 N. Sheffield, Chicago). Applications to the program will be accepted through August 25, 2013.

Brownfields workshop. Illinois State University's Stevenson Center and Kansas State University will co-host a free workshop on brownfields redevelopment on April 11 from 10:00 a.m. to 3:30 p.m. at Uptown Station (11 Uptown Circle, Normal, IL).

New bike valet service. Chicago Streetsblog described the Willis Tower's new bike valet service, the first of its kind in Chicago.

Additional revenues from congestion pricing on the Elgin O'Hare Western Access could play an important role in filling the $300 million funding gap for that project, as described in our Policy Updates blog. Policy Updates. In early March, a new bill intended to strengthen national freight policy recommendations and related programs in last summer's two-year transportation reauthorization bill (MAP-21) was introduced into the U.S. House of Representatives. We also described a new Brookings Institution report on recommended improvements to Amtrak. Additionally, we covered the 2013 Report Card for America's Infrastructure, released this week by the American Society of Civil Engineers (ASCE). ASCE assigned a cumulative GPA of D+ to the nation's infrastructure. Illinois also received an overall grade of D+. Lastly, we provided an update on recent state legislative activities. In other news, the Aurora Beacon-News covered suburban housing trends, citing analysis from a recent Housing Policy Update.

Federal funding update. On Thursday, March 21, the U.S. Congress passed a continuing resolution to fund the federal government through September 2013. The resolution would maintain surface transportation spending levels authorized by MAP-21, in contrast to the original U.S. House of Representatives version of the legislation.

Stormwater fees. Last week, HB 1522 passed the Illinois House of Representatives. First Off...

CMAP meetings summary. The Board and the MPO Policy Committee met separately this week and approved two amendments to the major capital project element of GO TO 2040, adding the Circle Interchange and making a technical change to the Prairie Parkway description. Both boards also approved a number of administrative items related to transportation planning and programming, heard updates on major capital projects, and approved the annual review of their Memorandum of Understanding without any changes. Staff provided an update on freight policy at the federal and state levels and also on forthcoming CMAP activities. The CMAP Board reviewed and considered the state legislative report and voted to take the recommended positions on a few bills that are of particular interest to the agency. In addition, the MPO Policy Committee heard an update from the RTA on their strategic plan update. The April meeting is on call for the Board, and the Policy Committee meets next in June.

Policy Updates. We covered a recent vote by the U.S. House of Representatives to fund the federal government through September 2013 on our Policy Updates blog, which would result in a lower level of federal transportation spending than that provided by last summer's transportation reauthorization bill. We also described Governor Quinn's recent budget address.

Manufacturing cluster report. The Policy Updates blog describes how investments in innovation can fuel the region's manufacturing rebound -- the piece features findings from CMAP's new manufacturing cluster report. Alsip Mayor Patrick E. Kitching discussed the plan on Comcast Newsmakers.

EDA application. CMAP recently submitted a proposal to the Economic Development Administration (EDA) for funding to expand CMAP’s Local Technical Assistance program. Such a grant would help fuel economic growth in areas with chronic and high unemployment; specifically, CMAP would work with communities to take advantage of opportunities presented by the freight and manufacturing clusters, with emphasis on challenges of workforce and innovation. Several LTA projects have included an economic development component, and EDA funding would allow CMAP to build on those capabilities in support of the communities that most need economic development.

CMAQ in the news. The News-Sun described Lake County's experiences with three roundabouts, which were partially funded through CMAP's Congestion Mitigation and Air Quality Improvement program. The article also describes the influence of a CMAP strategy paper on roundabouts.

One of the plan's recommendations to create a village-wide bicycle and pedestrian plan will be funded with a grant from CMAP's Local Technical Assistance program. On February 28, the Lakemoor Village Board unanimously adopted its comprehensive plan. Read more in the Northwest Herald. The Morton Grove Champion described efforts to create a plan for Morton Grove's industrial areas. The Village of Riverside will hold an open house for its draft Central Business Disctrict plan on March 19 from 5:00 to 7:00 p.m. at the Riverside Township Hall (27 Riverside Road, Room 4, Riverside). The Oak Lawn Patch and Southtown Star covered the 95th Street Corridor Study underway in Oak Lawn. We also launched a new project web page for an Innovation in Parking Management plan under development for the Chicago neighborhoods of Wicker Park and Bucktown. A March update for all LTA projects is now available at www.cmap.illinois.gov/lta.

EI2 in the news. The Wednesday Journal and Highland Park News described rebates currently available through Energy Impact Illinois. Individuals can receive up to $1,750 (an estimated 70-percent cost savings) for efficiency upgrades to save energy and improve the comfort of their homes. Drivers of economic growth. Crain's Chicago Business took an in-depth look at drivers of economic drivers in the Loop and beyond in metropolitan Chicago. The feature also included a piece on DuPage, an interactive page of infographics, and a look at policy implications.

CMAQ in the news. The Chicago Tribune wrote about the expansion of Pace's Bus on Shoulder program to more frequent service on the Stevenson Expressway, as well as the addition of express bus routes for the Jane Addams Memorial Tollway. The original I-55 pilot and its expansions are partially funded through our Congestion Mitigation and Air Quality Improvement program.

Manufacturing jobs. Crain's had another manufacturing story this week, describing employment gains and mentioning the new CMAP manufacturing cluster drill-down report.

Logistics event. Moraine Valley Community College, Prairie State College, and South Suburban College will host "Logistics Unchained: What Links are Missing in Your Supply Chain?" on March 21 from 7:30 to 11:30 a.m. at MVCC (Business and Conference Center, 9000 West College Parkway, Palos Hills). Attendees will learn about logistics industry trends, challenges, career path metrics, and more.

Proposed IDNR rule change. The Illinois Department of Natural Resources is seeking public comment on proposed rules changes for the allocation of Lake Michigan water. Comments will be accepted through April 5, 2013.

Great Lakes priorities. The Great Lakes Commission released its 2013 federal legislative priorities, which include helping communities upgrade aging water infrastructure. Read more about the importance of maintaining water infrastructure on our Policy Updates blog.

CMAP Blogs

Soles and Spokes. CMAP’s bike-ped planning blog notified readers of three new freely-available educational presentations by the National Complete Streets Coalition on the complete streets approach to transportation policy and design. We also featured a new website called WalkSteps.org, which offers strategies communities can use to become more pedestrian-friendly.

Policy Updates. Last Friday, Governor Quinn issued an executive order to create a steering committee for the Millennium Reserve open space project. CMAP will be represented on the steering committee -- along with members from local, state, and federal governments and from non-profit environmental and outdoor recreation organizations.

Food conference. The Good Food Festival and Conference will be held at the University of Illinois at Chicago Forum (725 W. Roosevelt, Chicago) from March 14 to 16. The conference includes a Food Policy Summit on March 15, which will feature a CMAP-led panel on policy and project work to strengthen the region's local food system. Manufacturing cluster report. On Tuesday, February 26, CMAP released Metropolitan Chicago’s Manufacturing Cluster: A Drill-Down Report on Innovation, Workforce, and Infrastructure, the second report in our cluster series. The report was launched at an event with stakeholders from throughout the region at Harper College. I'd like to thank our panel of experts, who discussed how the region can address some of the manufacturing cluster's challenges related to innovation, workforce, and infrastructure. The Daily Herald wrote a second editorial about the Homes for a Changing Region project involving the Northwest Suburban Housing Collaborative (Arlington Heights, Buffalo Grove, Mount Prospect, Palatine, and Rolling Meadows). In case you missed it, the first editorial was published in January. The housing plan was produced in partnership with the Metropolitan Planning Council (MPC) and the Metropolitan Mayors Caucus (MMC). The Franklin Park Herald-Journal covered next week's open house for the draft Northlake comprehensive plan, which will be held March 6 from 5:00 to 8:00 p.m. at the City's public library (231 N. Wolf Road, Northlake). The Niles-Morton Grove Patch described efforts to create a plan for Morton Grove's industrial areas. The Hinsdale Patch covered efforts by the Village to develop a parking strategies study. Manufacturing forum: Last call to register. On February 26, CMAP will host a Regional Manufacturing Cluster Drill-Down Forum. The event will feature a presentation on CMAP’s latest industry cluster report and its recommendations to address the advance the manufacturing cluster's key challenges and opportunities. A panel of education and industry experts will also discuss how to support the growth of metropolitan Chicago's manufacturing cluster. The event will be at the Harper College Wojcik Conference Center (1200 W. Algonquin Road, Palatine) from 8:30 to 11:00 a.m., with an optional tour of the college's manufacturing training facilities from 11:00 a.m. to noon. Registration is free, and space is limited. Policy Updates. Since the housing crisis began, many for-sale single-family homes in the region have become rental units or are now vacant. As analyzed in our Policy Updates blog, this has diverse implications for how the region’s communities recover from the housing crisis and manage a housing stock that has traditionally been owner-occupied. We also described a new legislative initiative, HB 1549, that would expand the use of performance-based funding for transportation projects by the State of Illinois.

IL 53/120 news. This week the Illinois Tollway awarded a $4 million contract to plan for the IL 53 north extension and IL 120 bypass, as described by the Chicago Tribune and Daily Herald. In support of the project, the CMAP Local Technical Assistance (LTA) program is helping affected communities to plan for land use in the corridor. CMAP is also urging the Tollway to commit to congestion pricing on the facility, as described at www.cmap.illinois.gov/congestion-pricing. TIFIA webinar. The U.S. Department of Transportation will hold a Transportation Infrastructure Finance and Innovation Act webinar on March 7 from 12:30 to 2:30 pm. TIFIA provides federal credit assistance to public agencies for transportation projects of national and regional significance. Projects must cost, at minimum, $50 million. Space is limited.

Deconstruction ordinance workshops. Cook County and Delta Institute are hosting a series of free public workshops in March for contractors and municipal employees on Cook County's new Demolition, Debris, and Diversion Ordinance.

TOD financing report. A U.S. Environmental Protection Agency report on infrastructure financing for transit-oriented development features the South Suburban Mayors and Managers Association, which was selected for the agency's Smart Growth Implementation Assistance program.

First Off...

CMAP meetings recap. The Board met on Wednesday and focused on several substantive topics. Staff presented the state legislative update, and then the Board heard from Peter Skosey of the Metropolitan Planning Council (MPC) about a bill they worked to introduce with Representative Elaine Nekritz earlier in the week related to performance-based transportation funding. HB 1549 would establish a Technical Advisory Group composed of the Illinois Department of Transportation (IDOT), the state’s metropolitan planning organizations (MPOs), and other appropriate partners. The group would be charged with determining performance measures and how to tie these to funding decisions. Look for more information on this next week in a Policy Update. The Board voted to approve the Federal Agenda that will help guide CMAP’s support or opposition to specific pieces of legislation over the course of the federal legislative calendar. We will be releasing a Regional Manufacturing Cluster Drill-Down Report at the end of this month at a forum, detailed in an item below, and staff provided a thorough overview of the major findings in this report. Finally, the Board was updated on the agency’s congestion pricing campaign, which has received increased media attention (also detailed below) in the past few weeks. We continue to encourage regional partners to support congestion pricing with a letter or resolution. This week Northwest Municipal Conference passed a resolution in support of the region’s effort to implement congestion pricing.

Prior to the Board, the Local Coordinating Committee met. The committee heard two presentations. The first was a recent LTA project in coordination with the Chicago Transit Authority (CTA) and the Developing Communities Project to support the extension of the Red Line to 130^thStreet. And the second was about the regional Fair Housing and Equity Assessment that is being conducted by the Chicago Area Fair Housing Alliance (CAFHA) as a requirement of our HUD grant. The committee also heard a number of relevant updates concerning the Local Technical Assistance (LTA) program's next call for projects, grants and contracts, and an overall LTA update.

GO TO 2040 implementation report. CMAP has released Moving Forward 2012, our second annual GO TO 2040 implementation report. This year, the report takes a quantitative approach with informational graphics that describe progress on regional challenges identified by GO TO 2040. Congestion pricing. On Tuesday, CMAP's Jesse Elam discussed our congestion pricing campaign on WTTW's Chicago Tonight in reference to the 2012 Urban Mobility Report released last week by the Texas A & M Transportation Institute. As described at www.cmap.illinois.gov/congestion-pricing, implementation of express toll lanes on five new GO TO 2040 construction projects would allow drivers during the morning rush to reach their destinations 31 to 66 percent quicker, at a modest additional cost. Policy Updates. The U.S. Department of Transportation (U.S. DOT) published revisions to the environmental review process for transit projects seeking federal funding. The revisions are expected to reduce costs and streamline the project delivery process. We also described recent news from Springfield, including proposed legislation on merging CMAP and the RTA.

GO TO 2040 comment period ends Monday. CMAP seeks comment on a proposed amendment to GO TO 2040 that would add the Circle Interchange project and update the plan's description of the Prairie Parkway project. In addition, a conformity amendment to the FFY 2010-15 Transportation Improvement Program (TIP) has been released for comment. See the CMAP website for a description of conformity. The comment period for both amendments ends this Monday, February 18, 2013. Comments can be submitted via e-mail, phone (312-454-0400), and mail (CMAP, ATTN Plan and TIP amendments, 233 S. Staff progress report. The second-quarter progress report (October through December) based on CMAP's FY13 work plan is now on-line.

The City of Northlake and CMAP will hold an open house for its draft comprehensive plan on March 6 from 5:00 to 8:00 p.m. at the City's public library (231 N. Wolf Road, Northlake). The Village of Elmwood Park and CMAP will hold an open house for its draft comprehensive plan on March 7 from 5:30 to 7:30 p.m. at the Village Park Recreation Center (2 Conti Parkway, Elmwood Park). The Elburn Herald described an open house held last month for the Village's draft comprehensive plan.

Travel-time reliability. Released this week, the 2012 Urban Mobility Report from the Texas A&M Transportation Institute includes new metrics of travel-time reliability in regions across the U.S., including metropolitan Chicago. Local coverage included the Chicago Tribune and Streetsblog. In reference to the report, we spoke with Channel 5, WBEZ (including the Afternoon Shift program), and the Daily Herald about our campaign to implement express toll lanes on five new expressway projects recommended in GO TO 2040, as described at www.cmap.illinois.gov/congestion-pricing. LTA updates. Among recent highlights from the CMAP Local Technical Assistance program, last week the Village of Richton Park held a public kick-off meeting for development of its new comprehensive plan and zoning update. Residents can provide input through an on-line mapping tool. The Journal & Topics described a Homes for a Changing Region project involving the Northwest Suburban Housing Collaborative (Arlington Heights, Buffalo Grove, Mount Prospect, Palatine, and Rolling Meadows). Staff will make final presentations to participating communities through February and March. The housing plan was produced in partnership with the Metropolitan Planning Council (MPC) and the Metropolitan Mayors Caucus (MMC). We also launched new project web pages for Hinsdale's parking strategies study and Big Rock's comprehensive plan update. A public kick-off meeting in Big Rock will be held March 11 from 6:30 to 8:00 p.m. at the Village Fire Department (48W863 E. 2nd Street, Big Rock), and in the meantime residents can share their ideas via an on-line survey. Landscape architecture. The Illinois Chapter of the American Society of Landscape Architects newsletter features GO TO 2040 in an article by Ferhat Zerin of Ginkgo Planning and Design.

MELA conference. The Midwest Ecological Landscaping Association will hold its annual conference on February 28 from 8:30 a.m. to 5:00 p.m. at the University Center of Lake County in Grayslake. CMAP's Jason Navota will participate in the first plenary session on transformation and change.

IDOT annual report. IDOT has released its 2012 annual report.

Transit improvements. The Chicago Transit Authority (CTA) released a newsletter on bus rapid transit this month, featuring information on a new grant award from the Rockefeller Foundation to support Chicago's efforts, as well as other efforts to implement BRT. In related news, the CTA also announced plans to spend up to $2 billion on next-generation rail cars to help modernize its fleet. Read more in the Trib. GO TO 2040 recommends a focus on maintenance and modernization of our transit system.

Soles and Spokes. CMAP’s bike-ped planning blog featured the announcement of 2012 Illinois Transportation Enhancement Program projects. The $50 million program awarded $25.67 million to 28 projects in IDOT District 1, which includes the CMAP region. We also described the Illinois Department of Natural Resource's call for applications under three grant programs they administer that fund trail planning and construction. Applications are due March 1, 2013.

Reminders

GO TO 2040 comment period. CMAP seeks comment on a proposed amendment to GO TO 2040 that would add the Circle Interchange project and update the plan's description of the Prairie Parkway project. In addition, a conformity amendment to the FFY 2010-15 Transportation Improvement Program (TIP) has been released for comment. See the CMAP website for a description of conformity. Policy Updates. We examined current household income patterns in northeastern Illinois, as well as changes since the 2000 decennial census. In northeastern Illinois, household income growth has not kept pace with overall inflation and has been unevenly distributed across the region.

ATA summit. The Active Transportation Alliance will hold the summit "Riders for Better Transit: Building a 21st Century System" on February 25 from 8:30 a.m. to noon at the UBS Tower Conference Center (1 N. Wacker Drive, Chicago). I will join the Metropolitan Planning Council's Peter Skosey and Transportation for America's Kevin DeGood on a panel about transit funding, moderated by the Chicago Tribune's Jon Hilkevtich.

Energy Savers milestone. The Center for Neighborhood Technology (CNT) Energy and Community Investment Program celebrated the retrofitting of 10,000 apartment units in the Chicago region via their Energy Savers program, which is partially funded through EI2, this week. An infographic captures the impact of 10,000 retrofits in terms of energy and cost savings and job creation.

LTA updates. Among this week's highlights from the CMAP Local Technical Assistance program, on Wednesday the Village of Lansing held a public kick-off meeting for development of its new comprehensive plan. The Herald-News covered ongoing efforts to develop a comprehensive transportation plan for the Village of Plainfield. Earlier this month, the Village of Wheeling unanimously adopted its active transportation plan. The Village of Alsip will hold an open house for its draft comprehensive plan on February 13 from 4:30 to 7:30 p.m. at the Apollo Recreation Center (12521 S. Kostner Avenue, Alsip). The Village of Addison unanimously adopted its comprehensive plan earlier this month. The Daily Herald described a recent commercial corridor report that recommends "right-sizing" retail and providing additional senior housing and green space along the Village of Hanover Park's Irving Park Road, which was developed in partnership with the Village and Urban Land Institute Chicago. The Chicago Weekly covered the Green Healthy Neighborhoods land use plan under development for the neighborhoods of Englewood, Woodlawn, and Washington Park. The City of Chicago, LISC/Chicago, Teamwork Englewood, and Washington Park Consortium are partners with CMAP on that project.

Future City regional competition. On January 26, high school participants in CMAP’s Future Leaders In Planning (FLIP) program served as judges in the Chicago regional qualifier round of the Future City Competition. Middle school students submitted city models that best-implement GO TO 2040 recommendations via Sim City simulation software, scale models, essays, and oral presentations. Learn more at ABC 7.

Road planning seminar. The American Council of Engineering Companies (ACEC) Illinois and Illinois Department of Transportation (IDOT) Region 1 will hold a seminar, "Understand the Local Roads Process from Agreements through Construction," on March 7 from 8:00 a.m. to 5:00 p.m. in Lisle. Local transportation projects. The State of Illinois has announced Illinois Transportation Enhancement Program (ITEP) projects totaling $50 million, with $25.67 million going to the IDOT District 1 that includes the CMAP region. See the project list.

CTA ridership. This week the Chicago Transit Authority said that it had more than 13 million more rides in 2012, an increase of 2.4 percent compared to the previous year. Combined with a 2.9 increase in 2011, this resulted in what the CTA calls "one of the strongest two-year periods" in its history. Read more in the Chicago Tribune. In other CTA news, the Trib and Sun-Times described potential private sector involvement in a few CTA "mega-projects," including the Red Line South Extension, one of five new GO TO 2040 major capital projects. The beta version assigns a score of 0-100 to indicate overall bikeability and visualizes the analysis with "heat maps." We also presented the first in a series of white papers from the Pedestrian and Bicycle Information Center (PBIC), which examines the use of Health Impact Assessments to evaluate bicycle and pedestrian plans.

Elgin-O'Hare. Yesterday, the U.S. Department of Transportation gave final approval for the Illinois Tollway to construct the Elgin O'Hare Western Access (EOWA) project, one of GO TO 2040's five new major capital projects. As a related reminder, the Urban Land Institute (ULI) Chicago will hold an event to explore innovative financing and development opportunities around the O'Hare Modernization Program and the EOWA project on February 8.

Congestion pricing. CMAP recommends implementation of congestion pricing on the EOWA and four other GO TO 2040 expressway projects to manage highway resources more effectively, as described at www.cmap.illinois.gov/congestion-pricing. Homes editorial. The Daily Herald published a favorable editorial on the Homes for a Changing Region report for the Northwest Suburban Housing Collaborative (Arlington Heights, Buffalo Grove, Mount Prospect, Palatine, and Rolling Meadows). The report was produced through CMAP's Local Technical Assistance (LTA) program in partnership with the Metropolitan Planning Council (MPC) and the Metropolitan Mayors Caucus (MMC).

Policy Updates. We described a Government Accountability Office report on vehicle miles traveled fees, a per-mile charge for a driver's use of our highways, and ways they can be structured to promote other policy goals, such as improved fuel economy. Evanston Now wrote about last week's Housing Policy Update, which found that, as of the third quarter of 2012, new residential development in the region is on the rise, while existing home values are still showing the recession's effects.

LTA updates. The Northwest Herald wrote about the draft Lakemoor comprehensive plan, which was recommended for approval by the Village's Plan Commission this week and will go to the Lakemoor Village Board for adoption on February 28. The Lake County News-Sun wrote about efforts to create a Washington Street corridor plan in Waukegan. Both projects are supported by the CMAP LTA program.

CMAP media tip sheet. Our latest tip sheet includes information on the American Planning Association honoring CMAP with a national planning award, analysis of housing trends in metropolitan Chicago, news on LTA projects in Addison and Waukegan, and more.

Local food. The Chicago Egotist blogged about CMAP's efforts to strengthen the region's local food systems, as described in a video and supporting materials at www.cmap.illinois.gov/food.

Transit access guide. The Regional Transportation Authority (RTA) recently released the guide Making Way to support municipalities implementing small-scale capital access improvements, such as sidewalks and crosswalks, to increase access near existing transit facilities.

Chicago Streetsblog. Streetsblog, a nationally recognized sustainable transportation blog, launched a new Chicago site this week. It is the first time the blog has expanded in four years, which is thanks in part to funding support of The Chicago Community Trust and the Rockefeller Foundation, among others.

Water infrastructure funding. Through the Illinois Clean Water Initiative, a series of wastewater and drinking water loan programs are available to local governments.

The latest CMAP Housing Policy Update finds that, as of the third quarter of 2012, new residential development in the region is on the rise, while existing home values are still showing the recession's effects. Metropolitan Chicago is trailing other regions in terms of both housing value recovery and new residential permits. We also described a new report on the economic impacts of inadequate investment in infrastructure.

GO TO 2040 comment period. CMAP seeks comment on a proposed amendment to the GO TO 2040 comprehensive regional plan. The plan would be amended by adding the Circle Interchange project and updating the plan's description of the Prairie Parkway project. The 30-day comment period lasts from January 18 to February 18, 2013. In addition, a conformity amendment to the FFY 2010-15 Transportation Improvement Program (TIP) has been released for comment through February 18, 2013. Full-cost water pricing. CMAP, in partnership with the Illinois-Indiana Sea Grant, developed the Full-Cost Water Pricing Guidebook for Sustainable Community Water Systems. This resource can help communities more sustainably manage their water supply. GO TO 2040 recommends full-cost water pricing to address both the need for investment in water infrastructure and the challenge of accommodating millions more residents by mid-century. Congestion pricing campaign. CMAP's computer-model analysis demonstrates the need for congestion pricing as a tool to manage traffic for faster, reliable travel times. If implemented on five new GO TO 2040 construction projects, express-lane drivers during the morning rush would reach their destinations 31 to 66 percent quicker, at a modest additional cost. LTA updates. On January 24 from 5:00 to 7:00 p.m., the Village of Elburn will hold an open house for its draft comprehensive plan at the Elburn Lions Club (500 S. Filmore Street, Elburn). The project is funded with a Local Technical Assistance (LTA) grant. Read more at the Elburn Herald.

Infill roundtable. The Metropolitan Planning Council and Urban Land Institute (ULI) Chicago will host "Cook County Land Bank: Returning vacant land to productive use" from 11:30 a.m. to 1:30 p.m. on Thursday, February 7, 2013, at Drinker Biddle & Reath LLP (191 N. Wacker Dr., Suite 3700, Chicago). Registration is $15 for members and $30 for others.

Airports and infrastructure event. On February 8 from 7:45 a.m. to noon, ULI Chicago will hold "Airports, Infrastructure Investment, and the Built Environment" at the Ridgemoor Country Club (6601 W. Gunnison Street, Harwood Heights). The event is for elected officials, members of the development community, business and government leaders, and more to explore innovative financing and development opportunities around the O'Hare Modernization Program and the Elgin-O'Hare Western Access project.

CDOT community briefings. The Chicago Department of Transportation (CDOT) is hosting a series of community briefings between January 29 and February 7 to share its draft Sustainable Urban Infrastructure Guidelines and Policies and seek public input. First Off...

APA national honor. On Wednesday, the American Planning Association (APA) announced that CMAP will receive the first-ever National Planning Excellence Award for a Planning Agency. We feel that this award recognizes not just our agency's but the region's planning efforts, so our thanks to the many local government, business, and civic partners involved in implementing GO TO 2040. One of those partners, the Metropolitan Planning Council, noted the APA honor in a very kind blog post. For a list of other APA 2013 awardees, visit www.planning.org/awards/2013. The APA will present the awards next April at its national conference in Chicago, which will feature a major exhibit describing GO TO 2040, among other CMAP participation.

CMAP meetings. The Board met on Wednesday and welcomed three new Board members. Cook County president Preckwinkle appointed Cook County commissioner and Elmwood Park mayor Peter Silvestri to represent suburban Cook County. Governor Quinn made two non-voting appointments to the Board: Sean O’Shea, deputy chief of staff to the Governor, and André Ashmore, deputy secretary at IDOT and mayor of Matteson. Other highlights of the meeting included Board approval of the agency’s clean audit report, the Public Participation Plan, and a new process for the Nominating Committee. With regard to the new 98^th General Assembly, the Board approved CMAP’s State Legislative Framework and Agenda. In terms of transportation, an update was given on performance-based evaluation criteria and transportation funding, the annual Unified Work Program process, and the staff’s concerns with the process to the potential GO TO 2040 Amendment to include the Circle Interchange. Finally, the Board continued their discussion on the proposed CMAP and RTA merger, however no new information was presented.

Prior to the Board meeting, the Regional Coordinating Committee met. Highlights of that meeting included presentations and updates on performance-based funding, new staff work on regional revenues for transportation capital infrastructure, and a forthcoming industry cluster drill-down report on manufacturing.

On Thursday, the MPO Policy Committee met and heard many of the same transportation presentations that were covered at the Board meeting. In addition, the Committee established a MAP-21 Implementation subcommittee and was briefed on the discussions underway regarding a change to the metropolitan planning area that covers the region’s urbanized area. The Committee also agreed to table a resolution until further discussion occurs to approve a funding split and designees of Section 5310 formula funds for the mobility of seniors and individuals with disabilities.

Congestion pricing editorial. Crain's Chicago Business published a CMAP essay about the long-term economic benefits of congestion pricing. If implemented on five GO TO 2040 expressway projects, it could increase our gross regional product by an estimated $2 billion annually. Learn more at www.cmap.illinois.gov/congestion-pricing. The infill and New Starts entries were both reposted on the Sustainable Cities Collective blog. And just added to our policy blog is a summary of the Illinois General Assembly "lame duck" session that concluded this week.

LTA updates. The Chicago Reader covered the Green Healthy Neighborhoods land use plan under development for the neighborhoods of Englewood, Woodlawn, and Washington Park. The City of Chicago, LISC/Chicago, Teamwork Englewood, and Washington Park Consortium are partners on this project through our Local Technical Assistance (LTA) program. Other news about LTA projects included Patch coverage of the Village of Oswego's efforts to create an economic development plan. The Northwest Herald described the Village of Lakemoor's draft comprehensive plan. The Elburn Herald wrote about the Village of Elburn's efforts to update its comprehensive plan, funded by a $100,000 LTA grant. Waukegan is kicking off development of a commercial corridor plan along Washington Street with a series of public meetings between January 22 and 24 -- learn more at www.cmap.illinois.gov/waukegan.

Traffic safety grants. On January 15 from 10:00 a.m. to noon, the Illinois Department of Transportation Division of Traffic Safety will hold a workshop on grants available to promote highway traffic safety at 3501 S. Normal Avenue, Chicago. To RSVP, e-mail Les Nunes (Leslie.Nunes@illinois.gov).

Energy efficiency workshop. On January 16 from 8:00 a.m. to 12:15 p.m., the U.S. Department of Energy, the State and Local Energy Efficiency Action Network, and the Midwest Energy Efficiency Alliance will host a free workshop, “Working Together to Advance Energy Efficiency: Partnerships for Tackling Persistent Barriers and Achieving Results,” at the Fairmont Hotel Chicago. Municipal leaders and sustainability staff are encouraged to attend and must pre-register by contacting Jessica Collingsworth (jcollingsworth@mwalliance.org).

Emerald Ash Borer management grants. Applications to the Municipal Grant Program for Mitigating Emerald Ash Borer Impacts on the Urban Forest are due February 1, 2013. Emerald Ash Borer is considered one of the greatest and costliest threats to the "urban canopy," depriving communities of trees that provide shade and valuable ecosystem services. This week the Chicago Tribune reported on the beetle's environmental and economic effects in our region.

Tree ordinances webinar. On January 22 from 11:00 a.m. to 12:30 p.m., the Morton Arboretum will hold a free webinar on tree ordinances. No registration is required.

Urban Innovation Symposium. On February 8, the University of Illinois at Chicago Urban Planning and Policy Student Association will hold its Third Annual Urban Innovation Symposium, featuring a keynote address by Chicago Department of Transportation Commissioner Gabe Klein. Foreclosure assistance. Up to $70 million in funding from a national foreclosure settlement is available for counseling and relief services in Illinois. The State recently issued a request for qualifications and proposals. Responses are due by February 15, 2013.

The plan's development is funded with a grant through our Local Technical Assistance (LTA) program. TIFIA workshop. The Federal Highway Administration is holding a Transportation Infrastructure Finance and Innovation Act (TIFIA) workshop on January 23 at 8:00 a.m. in CMAP's offices (233 S. Wacker Drive, Suite 800, Chicago). TIFIA provides federal credit assistance to public agencies for transportation projects of national and regional significance. At a minimum, projects must cost $50 million. RSVP by January 18 to Jeff Blais (jeff.blais@dot.gov or 217-492-4610).
