Municipal Capacity

The capacity of municipalities throughout northeastern Illinois to pursue their own local and regional goals varies widely—and is often insufficient. To achieve the goals set forth in ON TO 2050, the region must take deliberate, focused action to improve the capacity of all municipal governments to lead. The new Municipal Capacity strategy paper, authored by CMAP and the Metropolitan Planning Council, identifies individual efforts that municipalities may take themselves and collective efforts that CMAP, the civic community, counties, councils of government, communities, and other partners can take to bolster municipal capacity. By building municipalities' networks, expertise, and capabilities, the region can ensure more communities can effectively implement local and regional goals. Read more.
