A Comprehensive Plan for Big Rock

On April 22, 2014 the Big Rock Village Board unanimously adopted a new comprehensive plan. The Big Rock Comprehensive Plan provides a framework to make informed investment decisions to address current issues and reach long term goals.

Located in southwest Kane County, the Village of Big Rock is a small town community surrounded by an expanse of agricultural land and beautiful mix of natural spaces. The Village's rolling green meadows, picturesque pastures, parks, and preserves make for peaceful residential neighborhoods that ensure a high quality of life for its residents, businesses, and visitors. Today, the Village continues to harness its historic strengths while addressing present issues to create a prosperous, sustainable community for generations to come.

Now, CMAP's Local Technical Assistance (LTA) program is working with Big Rock and Kane County to embark on an interactive, community-based process to update the Village's comprehensive plan. The comprehensive plan will provide a framework to make informed investment decisions, address current community issues, and reach long-term goals. Together, the Village of Big Rock, Kane County, community stakeholders, and CMAP will explore opportunities in land-use planning, residential and commercial development, transportation, parks and open space, and numerous other aspects important to the Village's prosperity. The comprehensive plan will identify and build upon the community's assets and identify ways to support regional goals from the GO TO 2040 comprehensive regional plan.

The process to update the comprehensive plan includes three phases. The first phase includes a detailed analysis of existing land uses, resources, and community facilities, as well as gathering initial public input regarding the issues and opportunities in the Village. During the second phase, the community will create a shared vision for the future and identify specific goals and recommendations to achieve that vision. The third phase will develop an implementation strategy intended to help the community put the plan's recommendations into action.
 

Public Engagement

The public has had a number of opportunities to participate in the planning process. Below is a summary of every public meeting held throughout the planning process.

1st Public Meeting (March 11, 2013)
On March 11, 2013, Big Rock residents participated in a kick-off public workshop held at the Big Rock Fire Department to help define a vision for the future of Big Rock.
Speed Planning Basics (April 8, 2013)
On April 8, 2013, Big Rock residents participated in a speed planning basics session held at the Big Rock Fire Department. The session was designed to equip participants with a basic understanding of planning to help them understand the planning process to best inform the creation of the comprehensive plan.
 
Visual Preference Survey (May 13, 2013)
On May 13, 2013, Big Rock residents participated in a visual preference survey held at the Big Rock Fire Department to help inform future development types in Big Rock.
Public Visioning Workshop (July 8, 2013)
On July 8, 2013, approximately 30 residents and Village officials gathered at the Big Rock Fire Department Community Room to partake in a visioning charrette, during which participants divided up into smaller groups to envision the Village's future through a mapping exercise. The ideas and suggestions that were generated by this exercise are outlined in the following summary.
Draft Plan Open House (March 10, 2014)
On March 10, 2014 , an Open House meeting was held to garner feedback from the general public in Big Rock on the draft of the Village's comprehensive plan. This meeting was open to all residents, business owners, Park District representatives, and other community leaders in Big Rock, and was held in the community meeting room at the Big Rock Fire Station. Over 40 people attended the Open House, representing elected officials, plan commissioners, community institutions like the Big Rock Park District, and residents across the Village. The following is a summary of the comments that were a) written, and b) discussed at this Open House meeting.
Public Hearing and Plan Adoption
On April 14, 2014, a public hearing was held by the Big Rock Planning and Zoning Commission at the Big Rock Fire Department to recommend adoption of a new comprehensive plan. On April 22, the Big Rock Village Board unanimously adopted the new comprehensive plan.
