Campton Hills Zoning and Subdivision Update

The Village of Campton Hills, in partnership with CMAP, is in the process of generating new zoning and subdivision ordinances, as well as an updated zoning map, to guide future development and help to implement its recently adopted Comprehensive Plan. The plan, developed with technical assistance from CMAP and adopted in August 2012, responds to the community's desire to retain its small town, semi-rural, and agricultural image and protect natural resources while accommodating future growth. The plan includes a Future Land Use Map (FLUM) based on the Village's Green Infrastructure Plan and features three green infrastructure overlays – regulated green infrastructure, green infrastructure evaluation zone, and ecological networks. The Plan recommends that the FLUM be used as a guide during the development process to provide a foundation for further site-specific analysis related to natural resources and that development standards are assigned to these three overlay areas. The Plan also recommends that the Village incorporate a conservation-based approach for every proposed land use on the FLUM. Translating these recommendations into development standards in the Village's zoning and subdivision regulations will form the foundation of the new regulations.

This planning process consists of three main phases. The first phase focuses on evaluating existing conditions, including an assessment of current ordinances as well as stakeholder and public engagement. At the end of the first phase, initial recommendations for code changes will be created and vetted with the project's steering committee and Village staff and presented at a public meeting. Second, a comprehensive revision of the zoning and subdivision ordinances will occur, with an emphasis on making the regulations more user-friendly and conservation-focused. This phase will entail intensive review of the draft regulations by Village staff and the steering committee before rolling out the regulations to the public. Finally, the third phase will present the document for public hearings and approval. The ordinances are expected to be adopted in summer 2017.
