CMAP Weekly Update, 9-3-21

Planning for an aging population in northeastern Illinois

The region's senior population is growing, particularly in northern Cook, western McHenry, and southern Will counties, according to a new analysis by the Chicago Metropolitan Agency for Planning (CMAP).

Aging introduces new considerations for the region, from the services that municipalities offer to the transportation system required to meet the needs of an older population.

To support communities as they prepare for a changing population, a new policy brief examines where the region is aging, common characteristics of the senior population, and the walkability of areas with large or growing senior populations.

Journey home: Searching for an accessible way to visit family

CMAP is telling stories throughout the year from residents with disabilities about their experiences with transportation. CMAP is highlighting these stories as we support our partners with implementing ADA transition plans and creating a more inclusive region.

In this piece, Christine Wilk, a resident of Mount Prospect, shares how she uses paratransit to travel around the region and explains why it's difficult to visit family in nearby suburbs.

Resilient transportation planning in west Cook County

CMAP is working with the Central Council of Mayors on a plan to reduce flood risk to the transportation system in 15 west Cook County municipalities.

Flooded streets cause travel delays and safety issues, and lead to higher costs to repair and rebuild. A variety of factors cause these issues, including overbank flooding from the Des Plaines River, Flagg Creek, and Salt Creek, and urban flooding from extensive urbanization and impervious cover in and upstream of Central Council communities.

As Central Council communities improve their transportation system, this plan is an opportunity to coordinate these investments with stormwater management and flood mitigation.

Free technical assistance for housing planning

The Metropolitan Mayors Caucus and CMAP have opened applications for free technical assistance in housing planning through Homes for a Changing Region. The program helps municipalities identify key housing issues impacted by the COVID-19 pandemic and develop solutions to these challenges. This fast and highly targeted assistance will provide an analysis of housing needs, a community survey of residents, expert panel brainstorming solutions, and a policy memo identifying recommendations and existing grant funds for implementation.

Assistance is free. Please fill out the application by Friday, September 17, or email Kyle Smith to be considered.

Rail improvement funding opportunity

The Federal Railroad Administration issued a notice of funding opportunity through the Consolidated Rail Infrastructure and Safety Improvements grant program for nearly $362 million. The grants will fund projects that reduce congestion, improve short-line and regional railroad infrastructure, relocate rail lines, enhance multimodal connections, and facilitate service integration between rail and other modes.

An informational webinar will be held on Tuesday, September 21.
