Illinois needs to modernize its tax system for a more inclusive, resilient future

Crain’s Chicago Business published an op-ed from CMAP executive director Erin Aleman about the challenges the state’s current tax system places on communities. To address the inequities in our tax system, we need to rethink the criteria used to distribute state aid to local governments. This can level the playing field for governments caught in a cycle of disinvestment, and provide opportunity for all local governments to generate revenues that support their plans, goals, and desired development patterns. To prepare communities for the future, they need more options for revenue than they have today, such as user fees, or other creative solutions. Diversifying the ways they can fund services helps local communities build resilience to changes both known and unknown.

Over the next year, the Chicago Metropolitan Agency for Planning will be working on a project to further study the challenges local governments face under our current tax system and working with our partners to understand how specific solutions will affect different communities. The region’s comprehensive plan, ON TO 2050, sets a goal for this discussion to develop tax policies that strength communities and the region

 

The Evolution of Union Station luncheon

The Ely Chapter of Lambda Alpha International will hold a luncheon, "The Evolution of Chicago's Union Station: Keeping the Vision on Track," on Wednesday, February 19, from 11:30 a.m. to 1:30 p.m., at Petterino's (150 N. Dearborn St., Chicago). CMAP Deputy Executive Director for Implementation and Federal Affairs Laura Wilkison will moderate the panel, which includes Ray Lang, Senior Director of State and Government Affairs, Amtrak; Jeffrey Sriver, Director of Transportation Planning and Programming, Chicago Department of Transportation; and Leanne Redden, Executive Director, Regional Transportation Authority. Registration ends Thursday, February 13.

 

Winter Cities Chicago symposium

The APA Illinois' Chicago Metro Section (APA-CMS) and CMAP have partnered to host "Winter Cities Chicago", a one day symposium that will be held on Tuesday, February 25, at CMAP (233 S. Wacker Dr., Suite 800, Chicago). The event will bring speakers from Toronto, Ontario, Eau Claire, Wisconsin, and the Upper Peninsula in Michigan together to talk about best practices on how professionals can better design for, function within, and promote healthy, active, and livable communities.

 

INVEST South/West survey

INVEST South/West invites residents and stakeholders in the ten targeted neighborhoods who were unable to attend one of the kick-off events to share their input through an online survey by Wednesday, February 12.

 

IDOT funding opportunities

The Illinois Department of Transportation (IDOT) has two funding opportunities available.

IDOT's Bureau of Safety Programs and Engineering has posted the Highway Safety Notice of Funding Opportunity (NOFO) for local agencies and organizations and not for state agencies. Applications should be submitted by Tuesday, March 3, 2020, at 4:00 p.m. Documents are available at http://www.idot.illinois.gov/transportation-system/safety/grants/current; you must use Internet Explorer to open the documents. Completed applications and documents should be submitted to dot.tsgrants@illinois.gov.

IDOT has also posted a NOFO for the Statewide Planning and Research Program, which will fund projects that are related to studying or implementing a goal, strategy, or objective within the state's Long-Range transportation Plan or one of its associated plans. An informational webinar will be held on Friday, February 14, from 10:00 a.m. to noon. Applications are due by 11:59 p.m.on Friday, March 13.

CMAP released the following conformity analyses of ON TO 2050 and the Federal Fiscal Year 2020-2024 Transportation Improvement Program (TIP). Please review the ON TO 2050/TIP Conformity Analysis & TIP Amendment 20-03. Comments may be submitted to CMAP by mailemail, or phone (312-454-0400) through Friday, February 7, 2020.
