CMAP Weekly Update, 3-8-19

Board meeting reminder

The CMAP Board will meet next Wednesday, March 13, at 9:30 a.m., preceded by the Coordinating Committee at 8:00 a.m. The MPO Policy Committee will meet next Thursday, March 14, at 9:30 a.m.

Solving Chicagoland's transportation funding crisis

CMAP has published four new Policy Updates as part of a series examining the region’s transportation funding needs and potential solutions. The latest updates delve into user-based revenue options, such as tolling; the benefits of adding more services to Illinois’ sales tax base; a national cost of freight service fee to support freight infrastructure; and how local jurisdictions can expand parking pricing to support local transportation needs.
These are among ON TO 2050’s transportation revenue recommendations, which also include increasing the state motor fuel tax in the near-term, while beginning a pilot study to move the state toward a road usage charge in the longer term. All of these revenue sources meet four principles that the CMAP Board has endorsed for any new transportation funding solutions.
CMAP encourages our partners to adopt these principles and use them when discussing transportation funding solutions for our region with decision makers at all levels of government.

Executive Director

CMAP has announced the recruitment and selection process for our next Executive Director.

New agency leaders

Three CMAP partner agencies have announced new leadership: Rocky Donahue, who has been acting interim executive director of Pace, assumed the role permanently March 1; Will Evans is the new Illinois Tollway chairman; and Omer Osman was appointed by Governor Pritzker as the new Secretary for the Illinois Department of Transportation.

Montgomery zoning project kickoff

The Village of Montgomery will hold a kickoff meeting, Monday, March 11, from 5:30 to 7:00 p.m., at the Montgomery Village Hall (200 N. River St., Montgomery) to discuss updates to the community's zoning and subdivision ordinances, also called a unified development ordinance. For more information, contact Jacob Seid ( or 312-386-8646). This project is supported by the CMAP Local Technical Assistance Program.

FLIP 2019 Summer Leadership Development Program

Applications are now available for high school students with an interest in urban planning to participate in the free one-week FLIP Summer Leadership Development Program. Now in its 11th year, FLIP is one way students can learn about ways to transform northeastern Illinois into a better place to live, go to school, work, and play. Participants in the 2019 program will meet with other students from Cook, DuPage, Kane, Kendall, Lake, McHenry, and Will counties, as well as key regional leaders, to share ideas and plan for a better future. Applications are due by Monday, May 20, 2019.
The 2019 program will take place at CMAP's offices in Chicago and include hands-on educational field trips around the region. Students must be available Monday, July 15, through Saturday, July 20. Learn more and apply for the program online

Call for projects closes next Friday

To advance the three principles of ON TO 2050 and help communities prosper through transportation investments, CMAP is accepting funding applications through next Friday, March 15, for surface transportation projects. Funding for these projects will be distributed through federal sources that CMAP programs: the regional Surface Transportation Program (STP) Shared Fund, Congestion Mitigation and Air Quality Improvement Program (CMAQ), and locally programmed Transportation Alternatives Program (TAP-L). Learn more about the call for projects, including application booklets and instructions, at

Regional Housing Initiative

Since 2002, the Regional Housing Initiative (RHI) has helped develop affordable housing in over 30 communities around the CMAP region and is now accepting developer applications for 2019. Developers also interested in applying for the Illinois Housing Development Authority’s low-income tax credits should contact Jonathan Burch ( or 312-386-8690) for more information.
