To compete with other global economic centers, metropolitan Chicago's businesses need access to skilled workers. GO TO 2040's strategy for supporting business innovation includes recommendations to improve data and information systems by collecting and analyzing pertinent data. Currently, an economic analysis is underway to evaluate metropolitan Chicago, southeastern Wisconsin and northwestern Indiana relative to other U.S. and international areas.

The Organization for Economic Cooperation and Development (OECD), an international group that works with governments to improve economic and social well-being, is conducting an 18-month territorial review of the larger tri-state area in collaboration with the Chicagoland Chamber of Commerce, CMAP, the City of Chicago, the State of Illinois, and the U.S. Economic Development Administration. The study will incorporate GO TO 2040 in evaluating economic competitiveness, attractiveness, sustainability, and effectiveness of policies that can further these goals. Ultimately, the OECD review will develop actionable recommendations to leverage and build upon current economic development initiatives like GO TO 2040. The review will focus on four themes: the green economy, transportation, innovation, and workforce and human capital.

On March 22, OECD presented details of the review project to CMAP's Economic Development Committee, and the team will return to here in June for a second fact-finding mission. CMAP is the official comprehensive planning agency for in the seven counties of metropolitan Chicago.
