The Minnesota Department of Transportation has released a draft of the Bicycle and Pedestrian Data Collection Manual.  Developed as part of a statewide bicycle and pedestrian data collection program, the manual summarizes the program's data collection goals along with general principles of bicycle and pedestrian data collection and an explanation as to which types of data to collect, how to perform counts, different counting technologies and methods, and best practices for sensor calibration and data management and analysis.

The research phase of the program is expected to be completed in 2016, at which time the manual will be updated and issued as a final document.
