Portland State University's Institute for Bicycle and Pedestrian Innovation, with support from Oregon Transportation Research and Education Consortium (OTREC) and Alta Planning + Design, released "Creating Walkable and Bikeable Communities: A user guide to developing pedestrian and bicycle master plans."

The handbook is intended to serve as a guide for planners, engineers, and elected officials who will be producing new or updated bicycle and/or pedestrian master plans for their communities and to provide them with the tools and knowledge needed to produce such plans.  The guidebook was originally produced in conjunction with a one-day training for local government planners and engineers.  Data for the guide was developed from literature review, case study interviews, and input from staff at Alta Planning + Design.
