The Sugar Run Creek Area Neighborhood Plan was adopted by the Will County Board on Thursday, March 16, 2017. Thank you to all who were involved in developing the plan.
Throughout Will County there are pockets of land that are developed, but have never been annexed to a municipality. One of these areas is the Sugar Run Creek Area, which includes a number of neighborhoods such as Preston Heights and a majority of the Patterson Road Area. Preston Heights is fully located in unincorporated Will County.
The Sugar Run Creek Area includes the Preston Heights neighborhood, which is a U.S. Census Designated Place south of the City of Joliet. The boundaries include Mills Road to the north, Rowell Avenue to the east, Pheasant Road to the south, and a rail line to the west. The Patterson Road area consists of parts of unincorporated Will County as well as areas that are incorporated into the City of Joliet. The boundaries include Patterson Road to the north, Preston Heights and Chicago Street to the East, Rachel Avenue to the south and Brandon Road to the west.
With support from the CMAP Local Technical Assistance (LTA) program and guidance from a steering committee, Will County will develop the Sugar Run Creek Area plan. The team will evaluate the community's challenges and opportunities and identify viable strategies to help guide future growth and development. The plan will address pedestrian and bicycle/vehicular circulation, public transportation, future land use development, community image, identity, and economic development.
The three-phase planning process will be completed over approximately 12-15 months. First, the planning team will analyze existing conditions using information and public input gathered in collaboration with Will County. Next, the team will develop a vision for the area based on the community's input gathered during a visioning workshop. Finally, CMAP will create recommendations and implementation strategies. Once a draft plan has been prepared and reviewed by the public, CMAP will assist County staff in working with the Will County Board to formally adopt the plan.
