CMAP Weekly Update, 6-27-14

First Off...

Policy Updates.  Housing and transportation costs are the two largest expenditures for most households, and combining them provides a more complete measure of the true cost of housing.  A CMAP Policy Update examines housing and transportation costs and job access in metropolitan Chicago using the U.S. Department of Housing and Urban Development's Location Affordability Index.  While the typical regional household can expect to pay an affordable percentage of its income on housing and transportation costs in many areas of the region, very few parts of the region are affordable for low-income households.

MAP-21 extension.  Yesterday the U.S. Senate Finance Committee marked up the Preserving America's Transit and Highways Act (PATH) of 2014, a proposal to extend the nation's highway and transit programs through December 31, 2014.  The current transportation authorization law, MAP-21, is set to expire on September 30.  Read more in a Policy Update.

Legislative and policy positions.  CMAP has articulated federal and state policy positions to guide the agency as it works with partners to implement GO TO 2040.  On the federal side, the CMAP Board has adopted a legislative agendatransportation reauthorization principles, and freight policy principles.  The CMAP Board also approved a 2014 state legislative framework and agenda, as well as principles for a new state capital program.

Call for projects closed.  The 2015 joint call for local planning projects through the RTA Community Planning Program and CMAP Local Technical Assistance (LTA) Program is now closed.  CMAP and the RTA thank all who applied for planning assistance and grants.  As noted in our schedule, projects should be announced in October.  Contact Dan Olson ( or 312-386-8760) with questions.

Other News and Announcements

Soles and Spokes.  We highlighted a Federal Highway Administration guide to pedestrian hybrid beacons, referred to as High-Intensity Activated crossWalK (HAWK) beacons.  Also featured was the new Walk Score tool called ChoiceMaps.  For select cities including Chicago, the tool creates a "heat map" indicating how many amenities can be reached within a certain walk time.

CMAQ in the news.  The Skokie Review described two newly approved bicycle projects, which are partially funded through CMAP's Congestion Mitigation and Air Quality Improvement (CMAQ) program.   In conjunction with the Sauganash Trail in Chicago and the Skokie Valley Trail in Lincolnwood, two other CMAQ-funded projects, there will be an off-street trail from Bryn Mawr to Dempster Streets.

CMAP media tip sheet.  CMAP's media tip sheet includes information on the freight advisory report, updated federal transportation reauthorization principles, the effectiveness of Illinois local motor fuel tax, and more.

Evanston parklet.  The Chicago Tribune's Blue Sky covered the successful Kickstarter funding campaign of Evanston's Hewn Bakery to build the City's first parklet in a horizontal parking space.  CMAP's Kristin Ihnchak was quoted in the article.

Local Technical Assistance

The Daily Herald described a Homes for a Changing Region study that will be conducted with Hainesville, Round Lake, Round Lake Beach, Round Lake Park, and Round Lake Heights in partnership with the Lake County Community Foundation, Metropolitan Mayors Caucus, and Metropolitan Planning Council.

The Villages of Algonquin and Carpentersville will host a public kick off meeting for the Fox River Corridor Plan on July 29 from 6:30 to 8:00 p.m. at St. John's Lutheran School (300 Jefferson Street, Algonquin). Read more about the project at the Daily Herald.

Calumet City council members reviewed the community's draft comprehensive plan this week. Read more in the Times of Northwest Indiana.

The Journal & Topics described the draft comprehensive plan for the City of Prospect Heights.


Draft GO TO 2040 plan update and TIP public comment period.  The draft GO TO 2040 comprehensive plan update and the draft federal fiscal year 2014-19 Transportation Improvement Program (TIP) document and list of proposed projects have been released for public comment through August 1, 2014.  Residents can submit feedback on-line, and CMAP will hold a series of open houses throughout the region during the comment period.  Each event will feature plan update materials and the draft FFY 2014-19 TIP for review and comment, with CMAP staff on hand to answer questions.  A flyer with meeting details is available in English and Spanish.

FLIP applications.  Applications for CMAP's 2014-15 Future Leaders in Planning program are due September 22, 2014.  Participating high school students from throughout the region meet one Saturday per month to learn about issues that shape our region's economy and quality of life.  Contact Ricardo Lopez ( or 312-386-8766).

Congestion pricing.  Learn more about the regional effort to implement congestion pricing, with express toll lanes that will help manage traffic and give drivers better choices for getting around.

North Lake Shore Drive open house.  The Illinois and Chicago Departments of Transportation will host an open house for the U.S. 41 (North Lake Shore Drive) improvement project on July 8 from 1:00 to 7:00 p.m. at the Drake Hotel (140 East Walton Place, Chicago).

Transportation symposium.  The 2014 Global Level Crossing Safety & Trespass Prevention Symposium (GLXS 2014) for engineers, academics, and law enforcement professionals to discuss and improve the intersection of highway and rail systems will be held August 3-8 at the University of Illinois at Urbana-Champaign.
