A Comprehensive Plan for Lakemoor

On February 28, 2013, the Village of Lakemoor affirmed its commitment to community development and prosperity by voting unanimously to adopt the Lakemoor Comprehensive Plan. Originally formed as a summer vacation destination, the Village of Lakemoor grew as visitors decided to settle in this community and enjoy its assets and natural scenery. Lakemoor surrounds Lily Lake and includes a number of small lakes, ponds, wetlands, and natural preserves within and adjacent to its boundary. Over the last 15 years, Lakemoor has experienced new residential development, primarily north of Route 120.

During the winter of 2011, the Village of Lakemoor embarked on an interactive, community-based process to update its comprehensive plan. The Lakemoor Comprehensive Plan provides a framework to make informed investment decisions, to address current community issues, and to reach long-term goals. Together, the Village of Lakemoor, community stakeholders, and CMAP explored opportunities in land-use planning, residential and commercial development, transportation, parks and open space, and numerous other aspects important to the Village's prosperity. The comprehensive plan builds upon the community's assets and identify ways to support regional goals from the GO TO 2040 comprehensive regional plan.

The process to update the comprehensive plan includes three phases. The first phase included a detailed analysis of existing land uses, resources, and community facilities, as well as gathering initial public input regarding the issues and opportunities in the Village. During the second phase, the community created a shared vision for the future and identify specific goals and recommendations to achieve that vision. The third phase developed an implementation strategy intended to help the community put the plan's recommendations into action.

Public Engagement

The public had several opportunities to participate in the planning process. The first public meeting was held on January 19, 2012 at the Village of Lakemoor Public Works facility. The second public meeting, a visioning workshop designed to gather ideas, was held on April 19, 2012. The third public meeting, to present the Draft Comprehensive Plan, was held on November 3, 2012. A Public Hearing to recommend the adoption of the Comprehensive Plan to the Planning Commission was held on Tuesday, January 23, 2013.
