The Governor's Highway Safety Association (GHSA), with funding from State Farm, has published "Everyone Walks: Understanding & Addressing Pedestrian Safety."  The report provides an overview of current pedestrian safety data and research and discusses how states are using this and other information to address the issues of pedestrian safety and the need to increase safe and convenient non-motorized transportation. While the report acknowledges the need for federal, state, and local agencies and organizations to take a 3-E approach – engineering, education, and enforcement – this report does not address infrastructure improvements.  Rather, it focuses on legislative, enforcement, and educational initiatives at the all levels of government, which work in tandem with engineering or infrastructure solutions to foster safe access and mobility for those on foot.

The report is not intended to be inclusive of all potential pedestrian safety policies or initiatives.  The policies and programs detailed in it were identified through a survey and follow-up interview of State Highway Safety Offices (SHSOs) conducted by the GHSA in January 2015. The report is designed to help GHSA member states, local agencies, safety advocates, and others understand and address the behavioral aspects of pedestrian safety, which are critical for fully addressing the problem.
